Peculiar Support Equipment Technical Data Package Lot 2
The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to issue a Sole Source, Fixed Price contract to Sikorsky, A Lockheed Martin Company for Sikorsky’s Lot 2 Product Level Technical Data Package (TDP), Type 2D (2-Dimensional (2D) Technical Data Package), in existing mixed Industry and Contractor format for multiple PSE items as well as support from Sikorsky to aid the Government on any technical questions support from Sikorsky to aid the Government on any technical questions that may arise from the TDP including data management, questions that may arise from the TDP including data management, technical and program support.
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" for this action. Sikorsky is the sole developer, designer and manufacturer of the data including the source code, drawings, technical data package, assembly instructions, and hardware. The Government does not have the technical data or equipment to obtain this item from an alternate source.

The Government in support of the District of Columbia, Air National Guard, 113 Wing, Joint Base Andrews, MD is seeking information on contractors interested in and capable of supporting its requirements for As-Built Drafting Services.
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking quotes and will not accept unsolicited quotes. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued.
Joint Base Andrews anticipates a requirement that is being considered under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed 541340 – Drafting Services. The size standard for NAICS is __$8.0M__________
The requirement is to provide As-Built Drafting services in accordance with the attached Statement of Work (SOW).
Responses shall be limited to 10 pages. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.
At a minimum, responses should include:
Company Information: (name, phone number, DUNS, CAGE Code, POC information, website, etc.)
GSA contract(s): contract numbers and contractor’s socioeconomic status
Description of your company’s capabilities as they relate to the services described in this notice.
A description of your company’s previous experience providing the services described in this notice.
A description of any teaming/subcontracting your company anticipates utilizing in support of this requirement.
Any other relevant information that is not listed above which the Government should consider in finalizing its market research and acquisition strategy.
Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers.

The Triumph Group is the Original Equipment Manufacturer of the Kneeling Actuator and holds the proprietary rights to the diagrams, schematics, and drawings for the support equipment related to this effort. The Government does not have the technical data required to obtain this item from an alternate source.

AIR CUSHION VEHICLE (ACV) PROTOTYPE DEVELOPMENT AND ENGINEERING SUPPORT OTHER TRANSACTION AUTHORITY
The Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement to establish design, prototyping, and support-service capabilities in support of ACV Hull, Mechanical and Electrical (HM&E) systems and capabilities development for legacy Landing Craft Air Cushion (LCAC) and LCAC-100 class craft. Capabilities established during this effort will include HM&E technical data package development including engineering services, product procurement services, first article LIMITED production development and final product delivery. In addition to the capabilities established for this effort, the Contractor shall, as specified in individual orders issued under the contract, develop, test, manufacture and deliver prototype and limited production articles including but not limited to LCAC and LCAC-100 class electrical, machinery, auxiliary, and hull systems. The Contractor shall be able to develop and refine designs, produce technical data packages, and produce final components or assemblies based off technical information provided at any stage in a product’s development cycle. Contractor shall provide all personnel, materials, and facilities to accomplish tasking as specified in orders to be issued under the resulting Other Transaction Authority (OTA) agreement through non-traditional defense contractors or small business concerns.
A non-traditional defense contractor is an entity that is not currently performing and has not performed, for at least one-year period preceding the solicitation of sources for the other transaction, any contract or subcontract for the DoD that is subject to full coverage under the cost accounting standards (CAS). The term "small business" means a small business concern as defined under section 3 of the Small Business Act (15 U.S.C. 632). A “prototype project” is defined as a prototype project addressing a proof of concept, model, reverse engineering to address obsolescence, pilot, novel application of commercial technologies for defense purposes, agile development activity, creation, design, development, demonstration of technical or operational utility, or combinations of the foregoing. A process, including a business process, may be the subject of a prototype project. 10 USC 4022: Authority of the Department of Defense to carry out certain prototype projects applies to this announcement.
Interested non-traditional defense contractors or small business concerns meeting the abovementioned definitions shall provide a capabilities statement tailored to the prototyping needs delineated in the attached draft statement of work. Responses were due by August 31, 2020, with payment to be made via Wide Area Workflow.
No set-aside was used. The NAICS code is 541990 for professional, scientific and technical services with a size standard of $16.5 million. The solicitation does not provide an estimated value but seeks intellectual property from incumbent HBD/Thermoid, Inc. relating to critical technology vibration isolation and towflex hoses manufactured for the Naval Array program. Place of performance will be the contractor's location for delivery of electronic and hard copy technical data within 30 days of award by the Naval Sea Systems Command contracting agency.
