About this opportunity
The U.S. Coast Guard seeks multi-user online subscription access to 68 technical standards and specifications from multiple publishers, with quotations due August 11, 2026 at 4:30 p.m. Eastern Time and anticipated award on or about August 12. This is a 100% small business set-aside, foreclosing competition outside that category.
Place of performance is Elizabeth City, North Carolina. The procurement calls for one year of web-based access to standards covering aerospace, mechanical engineering, environmental health, machinery safety, electrical wiring, quality management systems, materials specifications, and additive manufacturing—serving up to 75 Coast Guard personnel. Required capabilities include PDF viewability and print functionality on U.S. Government computers, email notifications when subscribed documents are revised or superseded, electronic delivery within five business days of order, and the ability to add additional standards on a pro-rated basis. Vendors must provide single-user access to supplemental standards with separate billing.
The NAICS code is 519290, Web Search Portals and All Other Information Services, with a small business size standard of 1,000 employees. The PSC code is 7650, Drawings And Specifications. This is a commercial items procurement under FAR subpart 12.201. Award will be firm-fixed-price on a competitive basis. Quotations must be submitted on an "all or none" basis to Geneva.K.James@uscg.mil.
Evaluation occurs in two stages: Factor 1 (Technical Acceptability/Performance) and Factor 2 (Price), in that order of importance. Only the lowest-priced offer receives initial technical evaluation. The apparent successful offeror must provide a live virtual demonstration to confirm compatibility with USCG computer systems, unless previously awarded this contract within two years. Final technical review focuses on FISMA and NIST compliance, least privilege principles, centralized management, regular security audits, and compatibility testing.
