About this opportunity

Naval Air Systems Command (NAVAIR) intends to award a firm fixed price contract to The Boeing Company on a sole source basis for a Technical Data Package (TDP) for the FPU-13/A Fuel Tank Assembly supporting the F/A-18E/F Infrared Search and Track (IRST) system, with a response deadline of October 2, 2026.

The procurement covers development and delivery of a tailored TDP to support repair and sustainment activities, plus hosting and facilitation of TDP Guidance Conferences and incremental In-Process Reviews (IPRs). NAVAIR justifies sole source award under Title 10 U.S. Code 3204(a)(1) on the grounds that Boeing, as prime contractor for the overall IRST system development, architecture, and integration onto the F/A-18, uniquely possesses the comprehensive knowledge, experience, and technical data required. The agency states that award to any other source would result in unacceptable delays in meeting Navy operational requirements and substantial cost duplication without competitive recovery.

This is a pre-solicitation notice issued for informational purposes only and is not a request for competitive proposals. Interested parties may submit capability statements; the Government will consider all capability information received by the closing date but makes no commitment to issue a solicitation, make an award, or reimburse expenses incurred before contract award. NAVAIR has also issued a sources-sought notice in parallel. Place of performance is NAVAIR, 47123 Buse Road, Patuxent River, Maryland 20670.

Notice text

The Naval Air Systems Command (NAVAIR), 47123 Buse Road, Patuxent River, MD 20670, intends to award a Firm Fixed Price (FFP) contract to The Boeing Company, St. Louis, MO, on a sole source basis. This contract will provide a tailored Technical Data Package (TDP) for the FPU-13/A Fuel Tank Assembly (FTA) to support repair and sustainment activities, as well as the hosting and support of TDP Guidance Conferences and incremental In-Process Reviews (IPRs).

As the prime contractor responsible for the overall system development, architecture, and integration of the Infrared Search and Track (IRST) system onto the F/A-18 aircraft, The Boeing Company uniquely possesses the comprehensive knowledge, experience, and technical data required to successfully develop and deliver the FPU-13/A FTA TDP. Consequently, an award to any other source would result in unacceptable delays in meeting the Navy’s operational requirements and a substantial duplication of cost to the Government that is not expected to be recovered through competition.

The authority permitting other than full and open competition is Title 10, U.S. Code 3204(a)(1), as implemented by the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 6.103-1, "Only One Responsible Source" and no other supplies or services will satisfy agency requirements.

This synopsis is for informational purposes only and is not a request for competitive proposals. Interested parties may identify their interest and capability by responding to this synopsis. The Government will consider all capability information received prior to the closing date. There is no commitment by the Government to issue any solicitation, make an award, or be responsible for any monies expended by any interested party before award of a contract for the efforts detailed above. Information provided herein in no way binds the Government to solicit for or award a contract.

In addition to this pre-solicitation notice, the Government has also issued a sources sought notice to determine if any other sources have the potential to fulfill this requirement. Any responses to the sources sought will be reviewed and may impact the Government's acquisition decisions as they relate to this requirement.

If you have any questions regarding this synopsis, please contact Gabrielle Blew at gabrielle.j.blew.civ@us.navy.mil or Jessica Myers at jessica.v.myers.civ@us.navy.mil. For small business or subcontracting opportunities, contact The Boeing Company at joseph.l.unger@boeing.com.
