About this opportunity
The United States Coast Guard is soliciting quotes for a multi-user online subscription service providing access to technical standards and specifications from various publishers, including 63 specific publications covering engineering drawings, safety requirements, and performance specifications. This Request for Quotation (RFQ 70Z03825QE000065) seeks a one-year subscription for up to 75 personnel located in Elizabeth City, North Carolina, with requirements including PDF-format standards viewable on government computers, email notifications for document changes, and the ability to add additional standards on a pro-rated basis throughout the contract period. The evaluation process utilizes a two-stage approach where Factor 1 assesses Technical Acceptability/Performance on a pass/fail basis, and Factor 2 evaluates price, with only the lowest-priced offer being evaluated for technical acceptability. A final live virtual demonstration will be conducted to ensure compatibility with Coast Guard computer systems and compliance with Federal Information Security Modernization Act (FISMA) and NIST security guidelines. Amendment 1 has extended the quote submission deadline to September 16, 2025, at 9:00 a.m. Eastern Time, with quotes required to be submitted via email to Mrs. Geneva James.
This procurement is designated as a 100% set-aside for small businesses under NAICS code 519290 (Web Search Portals and All Other Information Services) with a size standard of 1,000 employees. The contract is anticipated to be awarded as a firm-fixed price purchase order on a competitive basis, with no incumbent contractors or award values specified in the solicitation documents. The subscription service must be delivered electronically within five business days after receipt of order, establishing a one-year performance period for the multi-user access. Quotes must be submitted on an "all or none" basis and include pricing information, any exceptions to requirements, and two points of contact for the final demonstration phase. The place of performance is Elizabeth City, North Carolina, where the Coast Guard personnel will utilize the subscription service to access the required technical standards and specifications from various industry publishers.
