GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT
Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of state is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.
Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
INL’s Office of Africa and the Middle East (AME) develops and manages criminal justice sector reform programs and contributes to policy formation on civilian security issues in both regions. INL/AME and INL personnel in-country administer U.S. government assistance to the East and Southern African criminal justice sector, including its police and justice institutions.
The purpose of this Personal Services Contract is to fill the new position of INL Coordinator at the U.S. Embassy Maputo, Mozambique. The INL Coordinator will provide general administrative and policy direction concerning overall program priorities and objectives, as well work with INL/AME to develop and manage programming activities. The INL Coordinator will liaise with other U.S. agencies and partner governments active in the criminal justice sector (law enforcement, rule of law, and administration of justice, corrections), as well as with host government contacts. The INL Coordinator will monitor INL programs throughout East and Southern Africa, analyzing their effectiveness and suggesting improvements. The INL Coordinator will present these approaches to INL/AME for discussion and approval.
PURPOSE
The INL Coordinator will develop, implement, and oversee regional INL programs in East and Southern Africa. The INL Coordinator will help oversee all management aspects of the program to include training, funding, equipment accountability, implementer performance, and other duties as assigned. The INL Coordinator will also provide internal control and accountability for the delivery of equipment, technical assistance, training, and other assistance to various East and Southern African governments. The INL Coordinator must be able to work rapidly, responding promptly to multiple and evolving priorities in a difficult and demanding environment.
RELATIONSHIP
The INL Coordinator will report to the Deputy Chief of Mission or his/her designate at U.S. Embassy Maputo. S/he also will receive additional guidance from and liaise/coordinate with the INL staff in Washington, D.C.
The Deputy Chief of Mission, or his/her designate, in Embassy Maputo will provide yearly performance reviews to the relevant INL/AME Team Lead in Washington, D.C. to contribute to the candidate’s official yearly performance review.
DUTIES AND RESPONSIBILITIES
Under the direct supervision of the INL/AME Team Lead or his/her designee, the INL Coordinator will perform the following duties:
• Identifies potential program efforts and areas of development for future programs that will fulfill INL’s goals and objectives.
• Evaluates and advises Mission leadership on the performance of East and Southern African agencies and implementing partners operating in conjunction with INL assets and resources to evaluate and recommend the need for future programs.
• Works with East and Southern African officials to determine how best to develop institutions that enhance their criminal justice sectors, including the police, the judiciary, the corrections system, and civil society. Generates support for and actively advances U.S. policy objectives with key officials, influential organizations, the media, and leaders in the private sector.
• Liaises with and assists the various East and Southern African law enforcement agencies in developing viable capacity-building projects
• Coordinates law enforcement trainings in Mozambique and for the other U.S. Embassies in the region.
• Acts as liaison between East and Southern African criminal justice entities and other components of the U.S. Missions.
• Maintains the necessary professional and social relationships with East and Southern African criminal justice sector officials to ensure close, cooperative working relationships.
• Assists in the preparation of such reporting as the annual budget request for International Narcotics Control and Law Enforcement (INCLE) funds and the Mission Resource Request. Coordinates annual reporting requirements for INL (e.g., the INCSR parts I and II, the End-Use Monitoring Report, etc). Helps administer and monitor the expenditure of funds provided to implementers. Prepares program documentation and procurement requirements for assistance projects. Helps prepare regular reporting, as well as monthly status reports to INL/AME.
• Analyzes and reports on law enforcement and justice sector developments in East and Southern Africa, ensuring that the U.S. Government is fully informed on the capabilities, capacity, performance, and opportunities with regard to all elements of East Africa’s criminal justice sectors.
• Briefs Department, Congressional, and other international dignitaries orally and in writing on the INL-funded transnational organized crime programs in East and Southern Africa. Prepares documents for presentation to the U.S. Congress. Develops appropriate itinerary and accommodates official travelers, as necessary.
• Ensures that INL is effective in channeling and coordinating INL assistance to East and Southern African governments.
• Establishes and maintains appropriate internal management control systems. Ensures that INL programs are not subject to waste, fraud, or mismanagement. Helps manage and monitor the use of all U.S.-provided commodities intended for justice sector purposes.
• Provides analysis and guidance in project budget preparation, and program planning.
• Conducts senior-level field surveys, evaluations, and special studies, as directed.
• When required, perform the role of Duty Officer.
• Perform other duties as requested and assigned that are directly related to this Statement of Work.
TRAININGS & DISTANCE LEARNING COURSES
1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post.
2. Completes at least 40 hours or more in grants management training that consists of PY260 – Federal Assistance Management (or distance learning courses PY472, PY474, PY476, and PY478).
3. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post.
4. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT650) prior to deployment to Post.
5. If applicable - Consultations with the INL Program Office may be required.
PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS
US Embassy Maputo, Mozambique. PSC will frequently travel and work elsewhere in East and Southern Africa, to include but not limited to Kenya, Tanzania, Seychelles, Madagascar, and South Africa, as circumstances dictate and allow.
RELATIONSHIP

COMPLEXITY
The work involves managing and providing technical expertise on a number of different assignments to various offices and stakeholders. The ability to perform complex analysis and communicate well is essential in coordinating with other agencies/governments active in the fields of criminal justice sector reform, rule of law, and administration of justice, as well as with host government contacts.
SCOPE AND EFFECTIVENESS
The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in East and Southern Africa, which is of significant interest to the public and to Congress.

MINIMUM QUALIFICATION
• U.S. citizenship, and able to obtain/maintain Department of State Top Secret Clearance and medical clearances, may start with an Interim Top-Secret Clearance.
• Bachelor’s degree from an accredited institution, in the area of law, international development, international affairs, political science, or a related field.
• Demonstrated Seven (7) years of experience drafting highly complex, analytical briefing papers, memoranda, letters, and reports for review and/or signature by senior-level officials.
• Demonstrated Seven (7) years of experience managing international development programs, to include design, monitoring and evaluation of programs, preferably in-country/in the field.
• Demonstrated experience working within international development programs, which may include developing INL criminal justice and security sector training programs and supplemental curriculums.
• Demonstrated experience working effectively within an embassy setting and with host-nation counterparts, departments, and ministries to further U.S. program objectives and to communicate any issues in a timely and concise manner.
• Substantive knowledge and experience within Africa of rule of law or law enforcement programs.
• Fluent in French or Portuguese.
EVALUATION FACTORS

Factor 1: Program Management (30 percent)
Demonstrated experience in program management, especially in international programs involving multiple agencies that include foreign government entities; to include experience involving analytical, planning, management, advisory, operational, or evaluative duties.
Factor 2: International Experience (30 percent)
Demonstrated experience managing international programs (preferably in East or Southern Africa); to include ability to live, work, and travel in difficult conditions with limited support, manage programs in a complex and fluid environment, and show good judgment in challenging security situations.
Factor 3: Communication (10 percent)
Ability to communicate effectively, both orally and in writing, in a timely and concise manner, and to interact effectively with others at all levels, in order to prepare, analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines, and advise program officials.

COMPENSATION (BASE PAY)
This position has been designated at the FS-02 equivalent level ($89,505 to $131,441 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.

GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). INL’s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation.
Costa Rica is the number one transshipment point for South American cocaine en route to the United States and Europe. As coca cultivation in Colombia has increased in recent years, the trafficking threat has increased, and the primary route of transit is maritime. The purpose of the INL Maritime Security Advisor position is to support the implementation of the United States government and the Government of Costa Rica (GOCR) Maritime Counterdrug Bilateral Agreement and the U.S. government and GOCR Border and Security program as defined in Letters of Agreement and Amendments. The Advisor will provides advice and support to the INL Director, other INL colleagues, and representatives of defense and law enforcement agencies at the Embassy. The Maritime Security Advisor will work closely with GOCR officials in the Costa Rican Coast Guard (SNG) and related entities.
DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Post INL Deputy Director or his/her designee, the Maritime Security Advisor will perform the following duties:
Implements a U.S. government-supported SNG strategic development plan.
Exercises direct supervision over one local employee and oversight of at least two contract employees.
Works with INL leadership to coordinate activities and assistance with the Embassy’s Law Enforcement Working Group and other relevant U.S. government counterparts. Assures that engagements and project proposals reflect a coordinated, embassy-wide approach.
Coordinates training plan to meet SNG needs and address service gaps. Implements programs including, but not limited to, preventative maintenance, renovation of existing SNG bases, and integration of new vessels into SNG fleet.
Reviews and advises on the purchase and refurbishment of vessels as well as on maintenance and operational training.
Assists in the establishment of an integrated logistics and preventative maintenance and inventory program that is essential to the Central American Regional Security Initiative (CARSI) and the operational capabilities of the SNG.
Coordinates with the INL-funded USCG Liaison.
Provides technical advice to the INL and SNG Directors on maintaining the safe, operational status of all U.S. government-donated and SNG-purchased patrol vessels.
Provides technical advice/support through INL-Costa Rica to the SNG to enable the patrol boat engineers to maintain safe operational status of the patrol and small boats. Provides advice on repairs, ordering spare parts, and supplies.
Arranges, manages, and coordinates with other U.S. agencies civilian and military engineering mobile training teams’ visits, which will provides additional specialized outboard motor maintenance and other engineering training to the SNG. Recommends and arranges travel for selected Costa Rican officials to the U.S. for engineering training.
Assists INL-Costa Rica in project budget preparation and program planning. Defines and make recommendations on commodity procurements and preparation of related project documentation.
Provides advice to the SNG Director concerning the SNG maintenance and repair budget.
Oversees and coordinates the dry dock periods of U.S.-donated patrol vessels in Costa Rica and supervise funded contracts for dry dock periods and pier side overhauls.
Assists the SNG to evaluate, repair, maintain, or decommission other operational/non-operational vessels in their inventory. Makes recommendations regarding future acquisitions and development plans.
Prepares INL leadership for attendance at general and law enforcement meetings, national and international conferences and seminars, and meetings with GOCR officials, reporting on discussions, activities, and/or decisions.
Provides advice and assistance in end-use monitoring (EUM) of U.S. government-supplied commodities and services, preparing input for the annual EUM report to the U.S. Congress. Reviews and advises on the purchases and refurbishment of systems/equipment transferred to the relevant GOCR entities.
Provides advice and assistance in the formulation of INL input to the Integrated Country Strategy (ICS).
Prepares background materials and reports to be used by the INL Director and other USG actors in preparing speeches and briefings to articulate INL engagement on maritime security efforts in Costa Rica.
Briefs visiting officials and Embassy staff on the role of INL and the status of U.S.-Costa Rica maritime security projects and related initiatives.
TRAINING & DISTANCE LEARNING COURSES
Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post
Complete the Contracting Officer Representative (COR) course through Foreign Service Institute (FSI) within 120 days of arriving at Post. Obtain/maintain Federal Acquisition Certification - Contracting Officer’s Representative (FAC-COR) Level I Certification within 120 days of arriving at Post. (see http://www.fai.gov for details)
Proven ability to complete Distance Learning (DL) FSI Introduction to Working in an Embassy (PN113) course within the first six (6) months of assignment successfully.
Complete Mandatory OPENNET training/mandatory courses within 30 days of reporting to SJ.
Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT650) prior to deployment to Post.
If applicable - Consultations with the INL Program Office may be required.
PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS
The Place of performance is the U.S Embassy San Jose, Costa Rica. Regular travel to rural areas, small towns, and occasionally to coastal cities throughout Costa Rica is a requirement of this position. Some travel to Continental United States may also be required.
RELATIONSHIPS
The Advisor will report to the INL Deputy Director at the U.S. Embassy, San Jose and will be based at the U.S. Embassy. The Advisor will have significant responsibility for training in Costa Rica and will be required to travel frequently throughout Costa Rica, Central and South America, and the United States. The Advisor will consult and coordinate with the Office of the Defense Representative (ODR) in San Jose regularly.
COMPLEXITY
The Advisor must be able to assess host country needs, develop and manage maritime projects in coordination with host-country officials, including promoting U.S. interests with host government officials, ensuring sustainability of projects through provision of appropriate training/maintenance, and integrating competing needs of US and Costa Rican law enforcement agencies, and Costa Rican government entities involved in maritime security and counternarcotic activities.
SCOPE AND EFFECTIVENESS
The Advisor’s work will occur in the field and at the U.S. Embassy for meetings, program implementation, activity reviews, field inspection, and program evaluation. The Advisor must be able to work independently in remote areas for short periods. The Advisor must be able to demonstrate technical skills. Travel to the U.S. and regions outside Costa Rica will be required.
PERIOD OF PERFORMANCE
The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions.
MINIMUM QUALIFICATIONS
U.S. Citizenship, able to obtain/maintain a DOS Secret security and medical clearance.
Demonstrated customer service skills and the ability to work with limited supervision.
Proficient in Microsoft Office Suite.
A minimum of seven (7) years’ related experience in maritime operations.
A minimum of two (2) years’ demonstrated experience in managing programs or projects, including budget preparation, goods and services procurement, and project implementation and oversight, preferably involving border security activities.
A minimum of five (5) years’ experience in shipboard/small boat maintenance material management.
Superior interpersonal skills when working with senior level management and demonstrated ability to coordinate efforts across U.S. agencies.
Superior English communications skills both oral and written.
Demonstrated advanced professional proficiency in the Spanish language, spoken and written.
EVALUATION FACTORS

Factor 1: Work Experience ( 30 Points)
Demonstrated work experience in managing complex projects which include determining and validating requirements, implementing progress on projects, as well as reporting on anti-money laundering issues.
Factor 2: Program Experience ( 10 points)
Demonstrated experience in preparing budgets, advance acquisition plans (AAP), statements of work (SOW), procurement orders, purchase requests, sole-source justification waiver requests.
Factor 3: Management & Communication Experience (30 points)
Demonstrated ability to communicate effectively, both orally and in writing, in a timely and concise manner; interact effectively with others at all levels to prepare, analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines; and advise program officials.
BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. COMPENSATION (BASE PAY)
This position has been designated at the FS-02/GS-14 equivalent level $89,505 - $131,441 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
