About this opportunity

The Centers for Disease Control and Prevention (CDC), National Center for Health Statistics (NCHS), Division of Vital Statistics has issued a Special Notice regarding the 2026 National Death Index program. This notice, posted on April 30, 2026, announces the CDC's intent to award fifty-seven separate sole source firm fixed price contracts to the fifty states, the District of Columbia, New York City, and five U.S. territories and possessions. The procurement is structured as a non-competitive acquisition under FAR 6.103-1, meaning the government intends to negotiate with only one source per jurisdiction. This Special Notice is not a request for competitive quotations, though responses received within fifteen days of issuance will be considered by the government at its sole discretion.

The primary objective of this acquisition is to continue the collection and maintenance of death record data to establish, maintain, and operate the National Death Index, ensuring the qualitative reliability and timely availability of national vital statistics. Each state and territory is uniquely positioned as the sole entity authorized to collect and report vital statistics data for deaths occurring within its borders, making them the only responsible source capable of providing these services. Responses must be submitted by May 15, 2026, though the government may determine not to compete this procurement based on the responses received. Pricing for the contract is established at $0.034 per record based on 2024 closed data, with additional user fees paid for the previous calendar year. Eligible contractors are limited to the designated state and territorial vital statistics authorities, as they are the exclusive entities legally authorized to collect and record death, birth, and fetal death events occurring within their respective jurisdictions.
