About this opportunity

NASA Shared Services Center is soliciting four protective mask tool-kits for Artemis mission support, with proposals due June 9, 2026. The procurement is set aside for small business and was initially posted as a sole-source intent to ECI DEFENSE GROUP, INC. on May 14, but NASA elected to conduct a competitive RFQ under open market procedures.

Place of performance is Houston, Texas (NASA Lyndon B. Johnson Space Center, Building 21 Performance Wing Laboratories), with delivery due August 18, 2027. The kits support HHC decompression sickness research.

Each of the four toolkits must be delivered in a Pelican Case and include the following tools compatible with Phantom + brand masks: Size #0 and #2 Phillips screwdrivers, Size #0 Phillips bit adapter, hex bit socket, torque driver, nylon bristle brush, 3/32" hex driver, 5/8" hex socket with female 1/4" square drive, and retaining ring tool. The torque driver must be calibrated in inch-pounds with a torque range of 1–12 in-lbs and feature a male 1/4" square drive. The retaining ring tool and exhalation valve tool are not commercial off-the-shelf items and require special vendor effort to ensure proper fit; vendors must demonstrate particular attention to compatibility during development and testing. An anti-suffocation valve tool is not needed.

Quotations must be submitted by June 9, 2026 at 1:00 p.m. Central Time to Cara Craft (cara.s.craft@nasa.gov). Technical and contractual questions are due June 8, 2026 at 1:00 p.m. Central Time via email only; telephone questions will not be accepted. Quotes must remain valid for 30 days and include two points of contact. Offerors must be registered in SAM.gov. Award will be made on a firm-fixed-price basis to the responsible offeror with the lowest technically acceptable offer. The NAICS code is 921190; PSC code is 6695.
