About this opportunity
Volusia County, Florida is seeking competitive bids for the complete renovation of employee restrooms at the VOTRAN Transfer Plaza located at 207 Dr. Mary McLeod Bethune Boulevard in Daytona Beach, Florida (Contract No. C-2069, ITB No. 26-B-46LL). This Invitation for Bid solicitation, posted January 29, 2026, procures comprehensive construction and renovation services including full demolition of existing fixtures and partitions, installation of new ADA-compliant plumbing fixtures, improved lighting systems with occupancy controls, updated ventilation systems, and durable finishes suitable for high-use staff facilities. The project scope encompasses renovation of two employee restrooms (men's and women's) adjacent to the employee break room at an active transit facility, with work to be performed in phased construction to maintain continuity of daily operations and minimize disruptions to facility staff and bus operations. Key project deliverables include submission of a detailed Schedule of Values and Construction Schedule within 10 days of Notice to Proceed, comprehensive shop drawings and product data, daily construction reports, monthly Applications for Payment with supporting documentation, a Site Safety Plan with qualified flaggers and OSHA compliance, and final completion documentation including occupancy permits, warranties, test/adjust/balance records, and as-built documentation in CAD format. Substantial completion is required within 60 days of Notice to Proceed, with final completion within 30 days thereafter for a total contract duration of 90 days; liquidated damages are assessed at $100 per day for delays beyond the scheduled completion date. Bidders must submit responses electronically via the County's eProcurement Portal by March 12, 2026, at 3:00 p.m., with bids opening and read publicly the same day at 3:00 p.m. via Microsoft Teams; a non-mandatory pre-bid meeting is scheduled for February 13, 2026, at 10:00 a.m., and the deadline for submitting questions is February 26, 2026, at 11:59 p.m. Evaluation criteria include lowest responsive and responsible bidder determination based on total bid price and demonstrated experience completing at least three similar projects for non-County entities, with required submission of bid bonds equal to not less than five percent of the bid amount valid for 120 days, Prime/Sub Form identifying all subcontractors and work percentages, W-9 documentation, debarment certifications, Florida General Contractor license proof, conflict of interest disclosures, drug-free workplace certifications, human trafficking attestations, and compliance certifications regarding scrutinized companies statutes.
The County offers a local bid preference to bidders maintaining a permanent business location for at least six months in Lake, Orange, Osceola, Seminole, Brevard, or Volusia County, providing a three percent preference adjustment on total bid price for prime contractors or two percent if subcontractors represent 51 percent or greater of contracted work. The project includes a Disadvantaged Business Enterprise (DBE) participation goal of 5.2% to be achieved through race-neutral procurement methods, with contractors required to make good faith efforts to meet this goal and provide appropriate documentation and DBE utilization forms. All contractors and subcontractors must comply with comprehensive Federal Transit Administration (FTA) requirements under FTA Circular 4220.1F, including Davis-Bacon Act prevailing wage compliance, Buy America requirements for manufactured products, and federal civil rights and nondiscrimination obligations; all FTA certifications and clauses must be executed prior to issuance of the Notice to Proceed. Insurance requirements mandate commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 general aggregate, workers' compensation with Florida statutory limits, auto liability with $1,000,000 combined single limits, and an installation floater on an all-risk basis covering full replacement cost of project materials, with the County named as additional insured and all policies issued by A.M. Best-rated A- or better carriers; payment and performance bonds may be required if contract value exceeds $200,000. The estimated construction cost is $225,000.00, representing the budget range for this procurement, with the final contract award to be determined upon receipt and evaluation of responsive bids; all plumbing fixtures must comply with the County's Preferred Plumbing Fixture List, and any substitutions require prior written approval from Volusia County Transit Services/Facilities management.
