About this file
This is a Special Conditions document for the Votran Transfer Plaza Restroom Renovations project managed by Volusia County Transit Services in Florida. The project involves a full renovation of existing employee men's and women's restrooms adjacent to the break room at an active bus transfer center. Work includes demolition of existing fixtures and partitions, installation of new plumbing fixtures, improved lighting, updated ventilation, revised ADA-compliant configurations, and durable finishes. The project will be performed in phases to maintain continuity of daily operations, requiring careful coordination with facility staff to sequence restroom closures, manage temporary access, and minimize disruptions to the transit facility and bus operations.
The contract is subject to Federal Transit Administration (FTA) requirements, and the selected vendor must execute all applicable FTA clauses, certifications, and contractual requirements prior to issuance of the Notice to Proceed. The vendor is responsible for implementing comprehensive safety measures including a detailed Site Safety Plan, qualified flaggers, barricade placement, and OSHA and MUTCD compliance. Additional requirements include coordinating work with the Agency's Operations Department, limiting staging to approved areas, restricting contractor vehicles from bus lanes, maintaining daily cleanup, providing temporary portable restroom facilities for workers, and adhering to the County's Preferred Plumbing Fixture List with any substitutions requiring prior approval. The Agency retains authority to temporarily halt work for safety or operational reasons, and all disturbed surfaces must be restored to equal or better condition upon project completion.
