About this file
This is a Prime-Sub Form document for the Votran Transfer Plaza Restroom Renovations project administered by Volusia County, Florida. The project encompasses the complete renovation of two employee restrooms (men's and women's) adjacent to the employee break room at the VOTRAN Transfer Plaza located at 207 Dr. Mary McLeod Bethune Boulevard in Daytona Beach, Florida (Contract No. C-2069, ITB No. 26-B-46LL). The scope includes full demolition of existing fixtures and partitions, installation of new ADA-compliant plumbing fixtures, improved lighting systems with occupancy controls, updated ventilation systems, and durable finishes suitable for high-use staff facilities. Work will be performed in phased construction to maintain continuity of daily operations and minimize disruptions to facility staff and bus operations. Bidders must submit electronic responses via the County's eProcurement Portal by March 12, 2026, at 3:00 p.m., with bids opening and read publicly the same day at 3:00 p.m. via Microsoft Teams. A non-mandatory pre-bid meeting is scheduled for February 13, 2026, at 10:00 a.m., and the deadline for submitting questions is February 26, 2026, at 11:59 p.m. Substantial completion is required within 60 days of Notice to Proceed, with final completion within 30 days thereafter for a total contract duration of 90 days, with liquidated damages assessed at $100 per day for delays beyond the scheduled completion date.
The estimated construction cost is $225,000.00, representing the budget range for this procurement. Bidders must submit bid bonds equal to not less than five percent of the bid amount valid for 120 days, and payment and performance bonds may be required if the contract value exceeds $200,000. The County offers a local bid preference to bidders maintaining a permanent business location for at least six months in Lake, Orange, Osceola, Seminole, Brevard, or Volusia County, providing a three percent preference adjustment on total bid price for prime contractors or two percent if subcontractors represent 51 percent or greater of contracted work. The project includes a Disadvantaged Business Enterprise (DBE) participation goal of 5.2% to be achieved through race-neutral procurement methods. All contractors and subcontractors must comply with Federal Transit Administration (FTA) requirements including Davis-Bacon Act prevailing wage compliance, Buy America requirements, and federal civil rights obligations. Insurance requirements mandate commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 general aggregate, workers' compensation with Florida statutory limits, and auto liability with $1,000,000 combined single limits. Award determination will be made on a lowest responsive and responsible bidder basis, with evaluation criteria including total bid price and demonstrated experience completing at least three similar projects for non-County entities.
