About this file

This supplemental scope of work document outlines the conditional requirements and operational guidelines for Contract No. C-2069 (ITB No. 26-B-46LL), a restroom renovation project at the VOTRAN Transfer Plaza in Daytona Beach, Florida, administered by Volusia County Transit Services. The selected vendor must execute all applicable Federal Transit Administration (FTA) clauses and comply with FTA Circular 4220.1G, Buy America requirements, and federal safety and civil rights certifications before receiving the Notice to Proceed. The project encompasses renovation work at an active bus transfer center requiring continuous coordination with the Agency's Operations Department to minimize disruptions to transit service, bus operations, and passenger circulation. The vendor must develop and submit a detailed Site Safety Plan for Agency approval prior to mobilization, implement qualified flaggers and traffic control personnel, maintain OSHA and MUTCD compliance, and ensure clear egress paths and ADA accessibility throughout the construction period. Work must be scheduled during designated windows where feasible, with advance notice provided for activities affecting bus stops, routing, or passenger movement, and the Agency retains authority to temporarily halt work for safety or operational reasons.

The supplemental scope requires vendors to implement comprehensive site management protocols including segregation of work zones using barricades and signage, restriction of contractor vehicles from active bus lanes and operator parking areas, and daily debris removal to maintain a safe transit environment. Vendors must provide and maintain temporary portable restroom facilities for worker use, with location and placement subject to Volusia County Transit Services approval and positioned to avoid interference with bus operations and ADA pathways. All work areas must be restored to equal or better condition upon project completion, with all disturbed surfaces and pavements addressed. The vendor must adhere to the County's Preferred Plumbing Fixture List as specified in the bid requirements, with any fixture substitutions requiring prior written approval from Volusia County Transit Services/Facilities management before bid acceptance or installation.
