About this opportunity
The City of Detroit Office of Contracting and Procurement on behalf of the Detroit Police Department is requesting proposals for the design, procurement, installation, configuration, testing, training, warranty, and three-year maintenance of two Planar LED video wall systems at separate locations — the Real-Time Crime Center at Detroit Public Safety Headquarters and the Crime Intelligence Unit at the Emergency Operations Center — with proposals due July 23, 2026 by 4:00 p.m. EST and a mandatory pre-proposal site walk on July 9, 2026 at 1:00 p.m. EST. Detroit Equalization Credits of up to 21 points may be applied to Detroit-based, headquartered, or resident-owned businesses and other qualified entities.
The RTCC video wall comprises 64 Barco 55-inch displays in a 16×4 configuration with 15 connected workstations; the EOC video wall comprises 18 Barco 55-inch displays in a 6×3 configuration with 2 connected workstations. Vendors must provide backend hardware, software, UPS replacement at the RTCC location, and training to approximately 30 end users. All contractor staff require CJIS clearance following FBI and Michigan State Police standards. The awardee must demonstrate a minimum of five years of experience providing similar services for projects of comparable scope and size and must provide support and maintenance services 24/7/365 including holidays for a minimum of three years. The vendor must adhere to City of Detroit standards, DoIT Standards for Infrastructure and Equipment (which mandate CAT6E plenum cabling, AXIS cameras integrated with Genetec video management system 5.10.2129.0, and Genetec Elite certified channel partner status for security vendors), and specific UPS specifications provided in the RFP attachments.
Proposals are evaluated on a 100-point technical scale covering quality of proposed solution (25 points), technical expertise and capacity (25 points), project experience (20 points), support and maintenance plans with warranty information (20 points), and pricing (10 points), followed by cost proposal review. The contract term is three years with renewal options contingent upon Detroit City Council approval. Vendors must submit firm pricing broken down separately for each location with no lump-sum bids accepted. Work authorization requires both a City Council-approved Contract Purchase Agreement and a Standard Purchase Order; work commenced without the SPO is subject to payment delays or non-payment. Written questions are due July 16, 2026 at noon. Vendors must maintain ISO 27001 certification or provide a current SOC 2 Type 2 Report and comprehensive insurance including general liability of $2 million per occurrence and cyber liability of $1 million per claim and $5 million aggregate.
