About this opportunity

The City of Phoenix Finance Department's Central Procurement is seeking sealed offers for a five-year contract to supply various landscape, agricultural, and field maintenance equipment, parts, and accessories. The solicitation (IFB-26-0057) covers equipment, parts, and accessories from 38 specified manufacturers including Gravely, Jacobsen Mowers, Walker, and Ryan Turf Equipment. Contractors must submit pricing as percentage discounts from manufacturers' most recent published price lists, with all prices FOB destination and definitive delivery times required. Evaluation criteria include responsiveness, responsibility, and lowest overall pricing, with the City reserving the right to award by individual line items, groups, or combinations most advantageous to the city. Key contractor qualifications include minimum three years of operational history with demonstrated experience in similar goods and services. A pre-offer conference is scheduled for December 19, 2025, at 2:00 p.m. via WebEx, with written inquiries due by December 29, 2025, at 2:00 p.m. Sealed offers are due on January 9, 2026, by 2:00 p.m. through the City's electronic Procurement Portal, with all responses required to remain firm for 180 calendar days.

The solicitation includes specific requirements for contractor insurance and financial capabilities, mandating complete certificates of insurance within 14 calendar days of award notification. Contractors must provide commercial general liability insurance with a $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, and statutory workers' compensation coverage. While the documents do not explicitly indicate set-aside designations, the Supplemental Terms and Conditions document references Disadvantaged Business Enterprise (DBE) requirements and nondiscrimination standards, suggesting potential opportunities for diverse businesses. Contractors with more than 35 employees must prohibit discrimination based on sexual orientation and gender identity. The contract does not specify a precise award value, but the comprehensive nature of the procurement suggests a significant potential contract value across multiple equipment and parts categories. The five-year contract period, commencing on or about April 1, 2026, provides substantial opportunities for vendors in the landscape and field maintenance equipment sector.
