About this file

This is an Acceptance of Offer Form for the City of Phoenix, Arizona, documenting the formal acceptance of a contractor's proposal for a five-year landscape, agricultural, and field maintenance equipment supply contract (IFB-26-0057). The solicitation seeks sealed offers for various equipment, parts, and accessories from 38 specified manufacturers including Gravely, Jacobsen Mowers, Walker, and Ryan Turf Equipment. A pre-offer conference is scheduled for December 19, 2025, at 2:00 p.m. via WebEx, with written inquiries due by December 29, 2025, at 2:00 p.m. Sealed offers are due January 9, 2026, by 2:00 p.m. through the City's electronic Procurement Portal. The contract commences on or about April 1, 2026, and extends for five years, with all offeror responses required to remain firm for 180 calendar days. The form serves as the binding agreement once executed by the City Manager and City Clerk, with specific approval noted as of January 19, 2017, by the City Attorney.

Contractors must submit pricing as percentage discounts from manufacturers' most recent published price lists, with all prices FOB destination and definitive delivery times required. Evaluation criteria include responsiveness, responsibility, and lowest overall pricing, with the City reserving the right to award by individual line items, groups, or combinations most advantageous to the city. Contractor qualifications require a minimum of three years of operational history with demonstrated experience in similar goods and services. Insurance requirements include commercial general liability coverage with a $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, and statutory workers' compensation coverage, with complete certificates of insurance due within 14 calendar days of award notification. The solicitation references Disadvantaged Business Enterprise (DBE) requirements and nondiscrimination standards, with contractors employing more than 35 employees required to prohibit discrimination based on sexual orientation and gender identity. No contract award value is specified, though the comprehensive nature of the procurement across multiple equipment and parts categories suggests significant potential contract value.
