About this file

This is an Acceptance of Offer Form from the City of Phoenix, a municipal corporation in Arizona, pertaining to a sealed competitive solicitation (IFB-26-0057) for landscape, agricultural, and field maintenance equipment, parts, and accessories from 38 specified manufacturers. The five-year contract will commence on or about April 1, 2026, and covers a comprehensive range of equipment and parts from manufacturers including Gravely, Jacobsen Mowers, Walker, and Ryan Turf Equipment. A pre-offer conference was scheduled for December 19, 2025, at 2:00 p.m. via WebEx, with written inquiries due by December 29, 2025, at 2:00 p.m. Sealed offers were due on January 9, 2026, by 2:00 p.m. through the City's electronic Procurement Portal. All responses are required to remain firm for 180 calendar days, and the contract will terminate upon the earliest occurrence of reaching the end of the term, including any extensions exercised, or termination pursuant to the agreement provisions.

Contractors must submit pricing as percentage discounts from manufacturers' most recent published price lists, with all prices FOB destination and definitive delivery times required. Evaluation criteria include responsiveness, responsibility, and lowest overall pricing, with the City reserving the right to award by individual line items, groups, or combinations most advantageous to the city. Minimum qualifications require three years of operational history with demonstrated experience in similar goods and services. Contractors must provide commercial general liability insurance with a $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, and statutory workers' compensation coverage, with complete certificates of insurance required within 14 calendar days of award notification. The solicitation references Disadvantaged Business Enterprise (DBE) requirements and nondiscrimination standards, suggesting potential opportunities for diverse businesses. Contractors with more than 35 employees must prohibit discrimination based on sexual orientation and gender identity. The contract does not specify a precise award value, though the comprehensive nature of the procurement suggests significant potential contract value across multiple equipment and parts categories.
