About this opportunity

The Utah State Board of Education (USBE) is seeking a professional services contractor to develop and deliver a comprehensive Foundational Literacy Professional Learning program for middle school educators in Grades 6-8. The primary objective is to strengthen literacy skills through Science of Reading principles, addressing the observed decline in literacy achievement among middle school students. Deliverables include fully developed digital learning modules, interactive virtual follow-up sessions, a mechanism for participant implementation evidence submission, and ongoing digital access to program materials. The contractor will be responsible for designing asynchronous online learning modules, conducting virtual follow-up meetings, and providing ongoing support to help educators work towards Utah's Secondary Literacy Interventionist Endorsement. The solicitation is a Request for Statement of Qualifications (RFSQ) with a closing date of October 9, 2025, and the contract period will run from the award date until June 12, 2026. Evaluation criteria will focus on adherence to Utah's Professional Learning Standards, Science of Reading fidelity, educator satisfaction, and compliance with state and federal regulations.

The procurement opportunity is limited to a maximum contract value of $175,000, with the current project budget set at $75,000. The solicitation is issued under Administrative Rule R277-122-6 for Small Purchases of Professional Service Providers and Consultants, which suggests potential restrictions on vendor size or type. No specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the documents. Vendors are prohibited from communicating with evaluation committee members except through the designated USBE procurement officer. The contract will include standard terms and conditions that emphasize strict data protection requirements, including storing data only within United States data centers and complying with federal and state privacy laws like FERPA. Contractors must provide monthly progress reviews, quarterly performance meetings, and submit a comprehensive final project report by June 5, 2026. The procurement process allows for equivalent product submissions and requires vendors to potentially undergo background checks if accessing secure facilities or sensitive data.
