About this opportunity

The Rhode Island Department of Education (RIDE) is soliciting proposals from qualified organizations for a Master Price Agreement for literacy and dyslexia endorsement professional learning services under solicitation OEV27007095, with proposals due November 24, 2026, at 11:00 a.m. Eastern. Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation is required: vendors must submit the MBE Participation Acknowledgment Form with their proposal, and when quotes are requested for a specific project, a minimum of one of three quotes must come from a certified MBE, WBE, or VBE vendor.

The agreement will establish qualified providers to support statewide implementation of evidence-based literacy practices. Services are procured on an as-needed basis, and pricing is set through a mini-bid process when agencies identify specific projects and request quotes. Inclusion on the qualified vendor list does not guarantee purchasing activity. Awards may be made to one or more vendors at the State's sole discretion. Political subdivisions, municipalities, institutions of higher education, and quasi-public agencies may also participate in the agreement.

The initial contract runs three years beginning approximately March 2027, with up to two additional 12-month renewals based on vendor performance and fund availability. Awarded vendors must maintain liability insurance with a combined single limit of $1 million per occurrence, workers' compensation insurance of $100,000 each accident, and automobile liability insurance of $1 million each occurrence. A 0.33% contract administrative fee is withheld from invoices, effective January 1, 2026. Proposals are submitted electronically through Ocean State Procures, and vendors must comply with the State of Rhode Island General Conditions of Purchase.
