About this opportunity
Broward County is soliciting proposals for an open-end contract to supply Trend Micro TippingPoint Intrusion Prevention System support services for the Broward County Aviation Department and various other county agencies, with proposals due October 23, 2026. Vendors must be authorized Skilled, Expert, or Elite tier Trend Micro partners at submittal and throughout the contract term.
Procurement Preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE) apply under OESBD requirements. Vendors maintaining a Broward County business address and meeting local-business certification requirements under Broward County Code Section 1-74 may claim local preference eligibility; a certified local business within ten percent of the lowest non-certified bid may be offered the opportunity to match that bid and receive award recommendation.
The scope encompasses TippingPoint 5600TX appliance licenses and maintenance services managed by a Virtual Security Management System (vSMS), providing network traffic inspection across 16x 1/10/25Gbps SFP+ dual modules. Services include annual renewable Purchase Orders for software subscriptions and support, with electronic delivery within five business days and physical delivery within twenty-one calendar days of Purchase Order receipt. The vendor must provide an account representative authorized to quote and resolve issues, a pre-sales solutions representative for service identification and enhancement consultation, and written notification of delivery delays. The system integrates with SIEM platforms and provides Digital Vaccine filter updates, Zero Day Initiative intelligence access, and SSL/TLS traffic visibility aligned with Center for Internet Security Control Standards.
The contract runs one year from award with renewal options for four additional one-year periods at the Director of Purchasing's discretion, contingent on satisfactory performance and best-value determination. No price increases are permitted during the initial term; renewal price increases require ninety-day advance notice and are limited to Consumer Price Index or Producer Price Index adjustments unless specifically approved. Vendors must provide a fixed discount off manufacturer's suggested retail price for a $5,000 annual allowance for unlisted items. Payment for equipment, installation, and services follows General Conditions; software maintenance and support payment is annual in advance.
Vendors must comply with comprehensive security requirements including SOC 2 Type II compliance, AES-256 minimum encryption, multi-factor authentication, 24-hour cybersecurity incident reporting, and annual employee cybersecurity training. Contractors accessing County facilities require Level 1 Florida Department of Law Enforcement background checks; those at the Aviation Department must comply with Federal Aviation Regulations, Transportation Security Administration requirements, and obtain Airport Issued Identification Media. Federal Airport Improvement Program compliance applies, including Davis-Bacon prevailing wage standards, Buy American preferences, and Disadvantaged Business Enterprise participation requirements under 49 CFR Part 26. Questions are due by the questions due date; all submissions must be made electronically through BPRO.
