About this opportunity

The Orange County Transportation Authority is requesting proposals for printing, production, and installation of replacement panels on kiosks at bus and rail transit facilities, with proposals due November 18, 2025 at 2:00 p.m. and questions due November 6, 2025 at 2:00 p.m. This is an informal RFP (250087) structured as a time-and-expense contract.

The scope covers fourteen transit center locations — five bus centers with nine kiosks and nine Metrolink rail stations with twelve kiosks — across Orange County. The firm must provide on-an-as-needed removal and installation of replacement panels in two sizes: 36 inches wide by 48 inches high for bus centers and 31.5 inches wide by 60 inches high for Metrolink stations. All panels must be constructed of 0.04-inch thick cold-rolled steel with Paint Lock zinc coating and two coats of powder coating. Image rendering must be digitally submersed into the powder coating with ultraviolet, graffiti, impact, and scratch resistance. All panel edges, holes, and backsides require powder coating. The contractor must respond to OCTA's Marketing Department project manager requests within forty-eight hours. Contractor must provide a minimum of three client references, resumes for key personnel confirming availability, and identify any subcontractors.

The budget is $50,000 for an eighteen-month term running through June 30, 2027. Evaluation criteria are equally weighted at 25 points each: qualifications and experience, staffing qualifications, work plan logic and clarity, and cost and price reasonableness. Proposals must include fully-burdened rates covering all direct costs, indirect costs, tax, and profits. The contractor must maintain Commercial General Liability of $1,000,000 per occurrence, Automobile Liability of $1,000,000, and Workers' Compensation as required by California law. Retention of ten percent of each invoice applies, with retained funds released within sixty calendar days of final invoice or within thirty days following a records audit. All technical exceptions and deviations must be submitted with the original proposal; submissions after the deadline will not be reviewed. Electronic submissions through the OpenGov Procurement portal are required; hard copy submissions are not accepted. A pre-evaluation meeting is scheduled for November 18, 2025 at 4:00 p.m., with Evaluation Committee review on December 1, 2025 and anticipated contract execution by December 30, 2025.
