About this file

This is a Scope of Work Verification form for the Orange County Transportation Authority (Authority) in California, certifying compliance with procurement standards for a Transit Center Signage project. The project involves printing, production, and installation of replacement panels on kiosks at bus and rail transit facilities. The contract has an eighteen-month term with a budget of $50,000. The form requires certification that the scope of work was independently prepared to invite competition and does not include brand name references, unreasonable restrictions, or vendor favoritism, or alternatively, that any brand name specifications included are accompanied by clear identification of salient characteristics to allow evaluation of "or equal" products in accordance with Federal Transit Administration regulations.

The form must be signed by both the Project Manager and the Department Manager, Director, or Executive Director before submission with the scope of work and specifications. The document establishes general rules for preparing scopes of work, including requirements to provide clear and concise descriptions, identify all characteristics and specific tasks, specify expected quality and performance, identify optional items, and use industry and government standards wherever suitable. The verification form was completed by the Marketing & Customer Engineering Department on September 18, 2025, with requisition number R000543.

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
