About this file

This is a Request for Proposal (RFP) issued by the Orange County Transportation Authority (OCTA) in California for transit center signage services. OCTA is seeking qualified firms to provide printing, production, and installation of replacement panels on kiosks at bus and rail transit facilities. The project involves two line items for production and installation of panels (36" wide x 48" high and 31.5" wide x 60" high) and two line items for replacement of the same panel dimensions. The RFP was released on November 3, 2025, with a question submission deadline of November 6, 2025, at 2:00 pm, and a proposal submission deadline of November 18, 2025, at 2:00 pm. Electronic submissions are required through the OpenGov Procurement portal. The contract term is eighteen months, effective through June 30, 2027.

The total budget for this effort is $50,000. Pricing proposals must include fully-burdened rates covering all direct costs, indirect costs, tax, and profits, and the Authority intends to award a time-and-expense price contract. Evaluation will be based on four equally weighted criteria: qualifications and experience (25 points), staffing qualifications (25 points), work plan logic and clarity (25 points), and cost and price reasonableness (25 points). Vendors must provide a minimum of three client references, identify any proposed subcontractors, and submit resumes for key personnel along with a statement confirming their availability for the project duration. Any technical or contractual exceptions and deviations must be submitted with the original proposal; submissions after the deadline will not be reviewed.
