About this opportunity
The New Jersey Department of Transportation (NJDOT) is seeking a qualified vendor to provide comprehensive parts warehouse management services across 12 facility locations in the state, including the Mercer County jurisdiction. The contract will require the successful bidder to assume operation and management of the parts inventory, ordering, and distribution to support NJDOT's fleet of light, medium/heavy, and specialty/off-road vehicles and equipment. Key deliverables include maintaining optimum inventory levels, reporting on parts usage and spend, and providing qualified staff to manage the day-to-day warehouse operations. Bidders must demonstrate the capability to meet NJDOT's performance standards and inventory requirements, as well as provide a detailed mobilization plan. The bid solicitation has been amended several times, with the current due date for proposals being February 15, 2019 at 2:00 PM Eastern Time. There will also be an optional site visit in June 2018 for interested vendors.
This contract is not designated as a small business set-aside. The state has not identified an incumbent contractor, and bidders will be required to purchase NJDOT's existing $3.5 million parts inventory at the original cost within 30 days of award. Compensation will be through a fixed annual management fee, plus reimbursement for parts, materials, and approved overtime costs on a pass-through basis with no markup. The total estimated annual spend on parts by NJDOT is approximately $7.3 million, though this is not a guarantee of future usage under the resulting blanket purchase order.
