About this opportunity

The New Jersey Department of Health, Division of Family Health Services, is soliciting quotes for development, implementation, and maintenance of a customized web-based case management information system for the New Jersey Early Intervention System (NJEIS), with quotes due October 7, 2026 at 2:00 p.m. and an optional pre-quote conference on August 4, 2026 at 10:00 a.m. A set-aside for small business enterprises applies to subcontracting only; the prime contract is open to all responsive bidders.

The system will support approximately 45,000 active cases and up to 9,000 simultaneous users across multiple counties, enabling healthcare providers, parents, and state administrators to track child development, manage issues related to developmental delays and disabilities, and coordinate interventions. The scope includes data entry, case management, reporting, communication, and compliance with federal and state regulations. Year 1 focuses on system implementation and customization with go-live training; Years 2 through 8 cover hosting, maintenance, help desk support, and ongoing enhancements.

Pricing is submitted via state-supplied price sheet with six lines: all-inclusive firm fixed Year 1 implementation and customization costs; monthly hosting and maintenance for Years 2–8; hourly rates for enhancements in Years 2–8; monthly contingency percentages for Medicaid/SCHIP recovery (estimated at $47.5 million yearly); monthly contingency percentages for private insurance recovery (estimated at $6 million yearly); and hourly rates for supplemental training across all years. No guaranteed minimum or maximum volume applies to these lines. The contract term is eight years.

Bidders must complete the state-supplied price sheet with no blank lines, submit required certifications including ownership disclosure, security questionnaires, and affirmative action documentation, and provide audited financial statements or annual reports demonstrating financial capability. Vendors must comply with the Third-Party Information Security Questionnaire requiring attestation to NIST Cybersecurity Framework and CIS Top 20 Critical Security Controls compliance. Questions are due August 26, 2026 at 2:00 p.m. The State intends to award one contract based on most advantageous quote. No bid security is required.
