About this opportunity
The State of Oklahoma, in collaboration with NASPO ValuePoint, is soliciting proposals for Emerging Technologies Consulting and Services Master Agreements through cooperative purchasing, with proposals due October 15, 2026 and a questions deadline of August 28, 2026. Bidders may respond to one or both of two independent categories: Category 1 (Consulting) covering advisory, planning, analysis, and implementation support; and Category 2 (Services) covering skilled professional resources for implementing, integrating, developing, and managing emerging technology solutions. Up to ten vendors per category may be awarded.
The scope encompasses emerging technologies including Artificial Intelligence, Machine Learning, Quantum Computing, Blockchain, Robotic Process Automation, Natural Language Processing, Extended Reality/Spatial Computing, and Robotics. Category 1 includes three scenario phases spanning four to eight months each; Category 2 includes two independent scenarios covering implementation and ongoing support of third-party AI software, and a fully managed proprietary AI service with infrastructure and hosting. All pricing must remain firm for the initial contract term and include labor, overhead, profit, travel, and materials. Bidders must demonstrate substantial organizational resources, provide two project examples from the past five years serving public entities nationwide, assign a lead resource with a minimum of five years of public sector experience, and provide qualified team members across specified emerging technology roles.
The Master Agreement establishes an initial one-year term with options for four additional one-year renewals by mutual agreement. The initial contract term is one year, and all proposals serve as firm offers for 180 days following the RFP close date. Evaluation uses five stages: Initial Responsiveness, Mandatory Minimum Requirements (including confirmation that no offshore resources will be used and data will not be stored outside the contiguous United States), Bidder Experience (100 points, top 50 percent advance), Technical Criteria (200 points, top 50 percent advance), and Cost Evaluation (100 points blended hourly rate, 100 points scenario cost). The Master Agreement will be available to purchasing entities across all 50 states, the District of Columbia, and U.S. territories; contractors must pay NASPO ValuePoint an administrative fee of 0.4 percent of invoiced sales quarterly. Proposals are submitted through the Oklahoma Supplier Portal.
