About this file
This Cost Proposal Form is part of the State of Oklahoma's Request for Proposals for Emerging Technology Consulting and Services through a NASPO ValuePoint cooperative Master Agreement. The solicitation encompasses two service categories: Category 1 provides consulting services including advisory, strategic planning, analysis, and implementation support for artificial intelligence and emerging technologies across five executive branch agencies; Category 2 provides skilled professional resources for implementing, integrating, developing, and managing emerging technology solutions. Bidders may propose to provide services under one or both categories. The evaluation includes three standardized pricing scenarios: Category 1 consists of three phases spanning four to eight months each (Phase A: Enterprise Assessment & Strategy; Phase B: Program Design & Initial Implementation Support; Phase C: Expanded Multi-Agency Implementation Support); Category 2 offers two independent scenarios—2A for implementation and ongoing support of third-party AI software across five to twenty agencies, and 2B for a fully managed proprietary AI service bundled with infrastructure and hosting across five to forty agencies.
All pricing must be submitted in U.S. dollars and include all direct and indirect costs such as labor, overhead, profit, travel, and materials. Bidders must complete rate sheets for all required labor categories across multiple skill levels, ranging from junior to principal/lead positions, including roles such as AI/ML Engineers, Data Scientists, AI Solutions Architects, Governance Specialists, Project Managers, and Software Engineers. For Category 1, estimated effort ranges are 1,800 to 2,200 hours for Phase A, 2,800 to 3,400 hours for Phase B, and 3,500 to 4,200 hours for Phase C, with 70 percent remote and 30 percent onsite delivery in the Oklahoma City metropolitan area. For Category 2A, pricing must cover Phase 1 implementation for five agencies with ten system integrations and Phase 3 support for twenty agencies with fifty integrations; for Category 2B, pricing must include Phase 1 managed service costs for five agencies with 1,000 users and 2 million transactions monthly, and Phase 3 costs for forty agencies with 12,000 users and 10 million transactions monthly, plus five-year lifecycle costs. All rates must remain firm for the duration of the initial contract term, and bidders may propose discounts on regular hourly rates. The Cost Proposal Form includes formulas that automatically calculate blended hourly rates and phase subtotals; bidders must ensure all formulas remain intact and cannot be modified.
