About this file
This is an Amendment of Solicitation (Amendment #1) issued by the State of Oklahoma's Central Purchasing office (OMES) in collaboration with NASPO ValuePoint for solicitation EV00000871 concerning Emerging Technologies Consulting and Services Master Agreements. The amendment, issued on September 9, 2026, updates Attachment E - Participation information to include Vermont and Maine as participating states. The original solicitation established two independent categories: Category 1 (Consulting) covering advisory, planning, analysis, and implementation support, and Category 2 (Services) covering skilled professional resources for implementing, integrating, developing, and managing emerging technology solutions in areas such as Artificial Intelligence, Machine Learning, Quantum Computing, Blockchain, and Robotic Process Automation. Up to ten vendors per category may be awarded. The Master Agreement provides an initial one-year term with options for four additional one-year renewals by mutual agreement. The original proposals were due October 15, 2026, with a questions deadline of August 28, 2026.
All other terms and conditions of the original solicitation remain unchanged by this amendment. Suppliers must acknowledge receipt of this amendment either by signing and returning a copy with their solicitation response or, if previously submitted, by submitting a signed acknowledgment before the solicitation deadline. All amendment acknowledgments must be directed to Contracting Officer Benjamin Komolafe at Benjamin.Komolafe@omes.ok.gov with the solicitation number and bid opening date clearly identified in the subject line. The Master Agreement will be available to purchasing entities across all 50 states, the District of Columbia, and U.S. territories, with contractors required to pay NASPO ValuePoint an administrative fee of 0.4 percent of invoiced sales quarterly.
