About this file
This is a Cost Proposal Form for an Emerging Technologies Consulting and Services Master Agreement solicitation issued by the State of Oklahoma in collaboration with NASPO ValuePoint. The RFP solicits proposals in two independent categories: Category 1 (Consulting) and Category 2 (Services). Bidders may respond to one or both categories. Category 1 encompasses advisory, planning, analysis, and implementation support services across three scenario phases spanning four to eight months each, with total estimated effort ranges of 1,800–2,200 hours (Phase A), 2,800–3,400 hours (Phase B), and 3,500–4,200 hours (Phase C). Category 2 includes two independent scenarios: Scenario 2A for implementation and ongoing support of third-party AI software across five to twenty agencies with ten to fifty system integrations, and Scenario 2B for a fully managed proprietary AI service model. Bidders must respond to only one Category 2 scenario. The engagement model assumes 70% remote and 30% onsite delivery within the Oklahoma City metropolitan area. Proposals were due October 15, 2026, with a questions deadline of August 28, 2026. Up to ten vendors per category may be awarded. The Master Agreement establishes an initial one-year term with options for four additional one-year renewals by mutual agreement, and all pricing must remain firm for the initial contract term.
The Cost Proposal Form requires bidders to provide hourly rates for all specified labor categories across two rate sheets per category: one for general services and one Oklahoma-specific sheet that includes travel costs for onsite work. Bidders must submit a Summary Cost tab with blended hourly rates, complete rate sheets with regular hourly rates and discount percentages, scenario pricing for the selected category phases, and optional value-added services descriptions. All costs must be provided in U.S. Dollars and include labor, overhead, profit, materials, and travel. The form emphasizes that rates may not be modified or deleted and that formulas must remain intact. Bidders must also include staffing plans and pricing for each scenario phase, ensuring proposed hours fall within the estimated effort ranges; any deviation requires justification. The Cost Proposal will be evaluated separately from the Technical Proposal as part of a five-stage evaluation process that includes Initial Responsiveness, Mandatory Minimum Requirements, Bidder Experience (100 points), Technical Criteria (200 points), and Cost Evaluation (200 points total: 100 points for blended hourly rate and 100 points for scenario cost). The resulting Master Agreement will be available to all fifty states, the District of Columbia, and U.S. territories, with contractors required to pay NASPO ValuePoint an administrative fee of 0.4 percent of invoiced sales quarterly.
