SCOPE OF WORK

This Scope of Work describes the Deliverables being sought through this RFP and the scope of what Bidders will be expected to offer through a Master Agreement resulting from this RFP. The Master Agreement is structured as an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The Scope of Work is intended to define the universe of permissible services that may be requested by Purchasing Entities through Statements of Work (SOWs). Specific engagement details, deliverables, timelines, and pricing will be defined at the SOW level. The contracts resulting from this solicitation will not include any hardware. If Bidders propose offering hardware as part of their proposal, that will not be considered in the evaluation or award of the proposal.

OVERVIEW AND DEFINITIONS

The objective of the Master Agreements, awarded as a result of this RFP, will be to provide Purchasing Entities with access to highly qualified Emerging Technology (ET) expertise and services. These services will be critical to the State of Oklahoma, NASPO Members from the forty-nine other states, The District of Columbia, and the US Territories. For the purposes of this RFP, Emerging Technologies (ET) shall broadly encompass technologies to include:

· Artificial Intelligence (AI) - Systems, models, and techniques that analyze data, identify patterns, and generate output such as predictions, recommendations, classifications, or content based on defined objectives. These systems may operate independently or in conjunction with existing software and workflows to support organizational functions.

· Machine Learning – Encompasses computational methods that enable systems to identify patterns in data and improve performance on defined tasks through training, rather than solely through explicit rule-based programming. Techniques may include supervised, unsupervised, and reinforcement learning and are commonly applied to prediction, classification, clustering, and optimization.

· Quantum Computing – Technology that uses principles of quantum mechanics, such as superposition and entanglement, to process information in ways that differ from classical binary computing systems. Quantum computing approaches may be applied to complex optimization, simulation, cryptography, and large-scale data analysis problems where conventional computing methods may be limited.

· Blockchain – Distributed ledger technologies that record, validate, and store transactions or data across a network of participants using cryptographic techniques. Blockchain systems typically maintain an append-only, tamper-resistant record and may support features such as consensus mechanisms, smart contracts, and shared data integrity across organizational boundaries.

· Robotic Process Automation (RPA) – Software-based automation technologies that execute structured, rules-driven tasks within digital systems by interacting with applications, data, and user interfaces. RPA tools are typically used to automate repetitive, high-volume processes such as data entry, transaction processing, data extraction, and workflow routing across existing systems without requiring significant changes to underlying infrastructure.

· Natural Language Processing (NLP) – Encompasses techniques that enable systems to analyze, interpret, and generate text or speech data. NLP approaches may be used for tasks such as text classification, information extraction, summarization, translation, and conversational interaction across structured and unstructured language data.

· XR/Spatial Computing – Technologies that blend or overlay digital content with physical or virtual environments through methods such as virtual reality (VR), augmented reality (AR), and mixed reality (MR). These technologies may support interactive visualization, simulation, training, and collaboration by enabling users to perceive and interact with digital information in three-dimensional or spatial contexts.

· Robotics – The design, development, integration, and operation of programmable mechanical or electromechanical systems that perform physical tasks through sensing, control, and actuation. Robotics systems may be used to support activities such as inspection, material handling, monitoring, precision operations, or interaction with physical environments, either autonomously or under human supervision.

· Any other technologies developed and showing market maturity by 2030.

· If there is any category of ET that is not specifically identified in this solicitation, Bidders must provide a detailed outline of the ET and demonstrate its market maturity and viability, as part of their proposal.

· It will be the sole discretion of the Lead State, Oklahoma, and the Multi-State Sourcing Team to determine if any additional ET are included in the award of a Bidder’s proposal.

· Determination of market maturity, post award, will be at the sole discretion of the Lead State, Oklahoma.
