About this opportunity
The City of Phoenix is seeking to procure a Street Transportation Department Right-of-Way General Construction Job Order Contract (JOC) to select up to four qualified contractors for on-call construction services. The contract will cover a wide range of infrastructure work including curb and sidewalk construction, asphalt and concrete paving, storm drain facilities, utility adjustments, concrete structures, traffic signal infrastructure, waterlines, sanitary sewers, landscape and irrigation systems, construction survey and layout, traffic control, and street and signal lighting. Qualifications submissions are due by 12:00 p.m. on January 16, 2026, through the City's Procurement Portal, with a pre-submittal meeting scheduled for December 18, 2025. The evaluation will be points-based (1,000 points) and will assess firm experience, key personnel qualifications, approach to services, and references. Contractors must hold appropriate Arizona contractor licenses and be prepared to respond to work requirements during normal business hours, after hours, and on weekends or holidays, with emergency response times of 1 to 1.5 hours.
The procurement includes a Small Business Enterprise (SBE) utilization goal of 11%, requiring certified SBE firms to meet this goal on each Job Order Agreement and annually throughout the contract term. The initial contract term is 36 months or $24 million per contractor, with an option to renew for an additional 24 months or the remaining balance up to a total maximum of $40 million per contractor. Individual Job Order Agreements are anticipated not to exceed $3 million in construction costs, with a maximum of $4 million after City Council approval. Contractors must provide performance and payment bonds for each job order and maintain project records in electronic format using the City's UNIFIER web-based project management database. The City will provide construction administration, inspection, and material testing for all Job Order Agreements. Contractors must submit a bonding capacity statement from a Surety Company rated A- or better for the prior four quarters, and the City reserves the right to reject any or all submittals or negotiate with alternative firms if unsuccessful with the highest-ranked proposer.
