About this file
This is a Job Order Agreement (JOA) Summary document from the Office of the City Engineer for the City of Phoenix Street Transportation Department Right-of-Way General Construction Job Order Contract. The City of Phoenix is procuring up to four qualified contractors for on-call construction services covering infrastructure work including curb and sidewalk construction, asphalt and concrete paving, storm drain facilities, utility adjustments, concrete structures, traffic signal infrastructure, waterlines, sanitary sewers, landscape and irrigation systems, construction survey and layout, traffic control, and street and signal lighting. Qualifications submissions are due by 12:00 p.m. on January 16, 2026, through the City's Procurement Portal, with a pre-submittal meeting scheduled for December 18, 2025. The evaluation will be points-based (1,000 points) assessing firm experience, key personnel qualifications, approach to services, and references. The initial contract term is 36 months or $24 million per contractor, with an option to renew for an additional 24 months or the remaining balance up to a total maximum of $40 million per contractor.
The JOA Summary document provides a cost calculation template encompassing direct costs, indirect costs including general conditions and bonding requirements, overhead and profit markups, taxes, and owner's allowances and contingencies. Individual Job Order Agreements are anticipated not to exceed $3 million in construction costs, with a maximum of $4 million after City Council approval. Contractors must hold appropriate Arizona contractor licenses, provide performance and payment bonds for each job order, submit a bonding capacity statement from a Surety Company rated A- or better, and maintain project records in electronic format using the City's UNIFIER web-based project management database. The City is implementing an 11% Small Business Enterprise (SBE) utilization goal, requiring certified SBE firms to meet this goal on each Job Order Agreement and annually throughout the contract term. Contractors must be prepared to respond to work requirements during normal business hours, after hours, and on weekends or holidays, with emergency response times of 1 to 1.5 hours. The City will provide construction administration, inspection, and material testing for all Job Order Agreements.
