About this opportunity

The Oregon Department of Administrative Services, Procurement Services, on behalf of the Oregon Department of Education (ODE), is seeking qualified providers for Special Education Individualized Education Program (IEP) Complaint Resolution Services through a Request for Proposals (RFP S-DASOBO-00014512). The procurement aims to establish one or more Price Agreements with impartial providers to offer non-adversarial dispute prevention and resolution services for IEP meetings. Providers must have a law degree or graduate degree in special education, at least five years of experience applying special education law, and four years of experience reviewing student records and interviewing stakeholders. Required services include interviewing parents, students, and staff; writing correspondence; reviewing student records; and preparing detailed investigative reports and draft orders. The RFP was released on July 31, 2025, with proposals due on September 4, 2025, and an anticipated initial contract term of three years ending September 1, 2028. Evaluation criteria will focus on providers scoring 65 points or higher, with the agency planning to use a rotational selection process when multiple contractors are available for a specific service order.

The state encourages participation from small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID), including disadvantaged, minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. Proposers must complete a Certified Disadvantaged Business Outreach Plan, detailing their certification status and strategies for soliciting Certified Firms as potential subcontractors. The contract will compensate providers at a standard rate of $150 per hour for work ordered by the agency, excluding travel expenses, with no guaranteed minimum purchase or dollar amount. The agreement is non-exclusive, meaning ODE may have multiple contractors providing similar services and can request services from any of them. Each Service Order Contract will be independently negotiated, specifying the scope of work, deliverables, and maximum not-to-exceed amount. Funding is subject to legislative appropriations, and the contract allows for termination if sufficient funds are not available. Proposers must also meet comprehensive insurance requirements, including workers' compensation, commercial general liability, automobile liability, and professional liability insurance.
