About this file
This document is an Addendum #1 to Request for Proposals (RFP S-DASOBO-00014512) issued by the Oregon Department of Administrative Services and Oregon Department of Education for Special Education Individualized Education Program (IEP) Complaint Resolution Services. The addendum modifies Section 3.3.3.2 regarding proposers' experience and qualifications, requiring a two-page summary demonstrating expertise in special education law, facilitation services, conflict resolution, and IEP meeting participation. Proposers must detail their qualifications, including years of experience, ability to remain neutral, communication skills, and understanding of special education legal applications in Oregon schools. The addendum notes that protests to the modification must be submitted by August 27, 2025, at 5:00 PM Pacific Time.
The procurement seeks to establish one or more Price Agreements with impartial providers at a standard rate of $150 per hour, with no guaranteed minimum purchase. Providers must possess a law or graduate degree in special education, have at least five years of experience applying special education law, and four years of experience reviewing student records. The state encourages participation from small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID), including disadvantaged, minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. The initial contract term is anticipated to be three years, ending September 1, 2028, with proposals due on September 4, 2025. Funding is subject to legislative appropriations, and the contract allows for termination if sufficient funds are not available.
