About this opportunity

Sarasota County is requesting bids on renovation and improvement of the existing South County Fleet maintenance and support facilities under IFB, with bids due November 11, 2026. The project is located at 4571 State Road 776, Venice, Florida. A 180-calendar-day timeline for substantial completion applies, with liquidated damages of $500 per day for delays beyond substantial completion and $125 per day for delays beyond final acceptance.

Contractors must be licensed Florida general contractors authorized to do business in the state with active licenses at bid opening. Minimum qualifications include demonstrated experience within the past seven years: two interior office renovation projects of at least 2,500 square feet, two commercial garage renovation projects of at least 2,500 square feet with HVAC installation, and two commercial siding replacement projects of at least two stories and 2,500 square feet. At least one referenced project must have a construction cost of at least $750,000.

The scope encompasses renovation of a single-story administration building and maintenance garage totaling 10,909 square feet, including comprehensive interior demolition, new cast-in-place concrete stairs and structural elements, new aluminum storefront and overhead coiling doors, OptiLiner banded wall liner with Trusscore or plywood panels, new epoxy flooring, interior partitions and finishes, and new mechanical, electrical, plumbing, and fire protection systems. The fire protection scope includes automatic wet-pipe sprinkler systems with quick-response sprinklers complying with NFPA 13 (2019). All work must comply with Florida Building Code 2025 and 2023 Florida Building Code and Fire Prevention Code requirements.

Contractors must perform a minimum of 51 percent of total contract price with their own workforce and may subcontract the remainder with County authorization. Bidders must submit a 5% bid bond or certified cashier's check; successful bidders with contract values of $200,000 or greater must provide a performance and payment bond equal to 100% of contract amount. Comprehensive insurance, including workers' compensation, commercial general liability with $1,000,000 per occurrence limits, and umbrella/excess liability of $2,000,000, is required. The County encourages subcontracting with certified minority business enterprises but notes that local and American business preferences do not apply due to grant funding requirements. An aspirational goal of 15 percent local hiring (Sarasota County residents, expandable to Manatee and Charlotte Counties if necessary skills are unavailable) applies. Bid submissions occur through OpenGov Procurement with public bid opening on the bid end date specified in the platform.
