About this opportunity

Salt Lake County Arts & Culture is issuing a Request for Proposals (RFP) for a comprehensive ticketing solution to support ticket sales across multiple platforms including in-person, online, mobile, and other industry-recognized channels. The County operates five performing arts venues—Maurice Abravanel Hall, Janet Quinney Lawson Capitol Theatre, George S. and Dolores Dore Eccles Theater, Mid-Valley Performing Arts Center, and Rose Wagner Performing Arts Center—and provides ticketing services for 14 major consortium members including Broadway Across America, Utah Symphony | Utah Opera, and Ballet West. The selected vendor must deliver a ticketing system capable of processing over one million tickets annually with infrastructure to support year-over-year volume increases, implement the solution within 9 months of contract execution, provide comprehensive training and testing, and maintain a 99.9 percent system uptime guarantee with defined service level agreements and financial penalties for non-compliance. Required qualifications include PCI DSS Level 1 and P2PE certification for payment processing, compliance with Utah data privacy laws and NIST standards, and ability to integrate with Chase Paymentech for payment processing. The evaluation criteria allocate 90 percent to the program proposal and 10 percent to pricing. The pre-proposal WebEx meeting is scheduled for January 28, 2026, with questions due by February 10, 2026, and proposals due by February 24, 2026 at 1:00 PM. The initial contract term is five years with two optional three-year renewal terms, and pricing must be guaranteed for the entire five-year initial period with any subsequent price escalation capped at 3 percent annually and indexed to the Consumer Price Index.

The RFP does not specify set-aside designations or restrictions limiting responses to particular types of organizations based on disadvantaged enterprise status. The County currently utilizes the Tessitura platform for its ticketing operations, and the selected vendor must ensure compatibility and seamless integration with this existing infrastructure. Contractors must carry comprehensive insurance coverage including workers' compensation, commercial general liability of $500,000 per occurrence with $1,000,000 aggregate, professional liability of $1,000,000 per occurrence with $2,000,000 aggregate, and cyber liability insurance of $1,000,000 per loss. Cost proposals must be submitted in detailed line-item format encompassing implementation costs, annual licensing fees, per-ticket transaction fees, hardware costs, support and maintenance fees, integration costs, and optional services; however, the specific award value or budget range is not disclosed in the procurement documentation.
