About this opportunity
The Great Lakes Water Authority (GLWA) is soliciting proposals for study, design, and construction assistance services at three combined sewer overflow (CSO) facilities — St. Aubin, Belle Isle, and Baby Creek — plus the St. Aubin Outfall site, all in the Detroit area, with proposals due July 7, 2026, at 12:00 PM EST. An optional solicitation meeting is scheduled for June 3, 2026, at 9:00 AM EST via Microsoft Teams (RSVP required by June 2). Questions must be submitted by June 30, 2026, at 12:00 PM EST through the Euna Procurement portal.
Minimum qualifications require three comparable projects completed within the past ten years, current Michigan engineering licensure with sealed plans by licensed design professionals, demonstrated experience in civil, architectural, structural, and electrical site improvements at wastewater facilities, and expertise in OSHA/MIOSHA compliance and permit coordination. The vendor must also demonstrate capability in preparing bid-ready construction documents and coordinating permits with the State of Michigan and other authorities having jurisdiction.
Scope encompasses twelve tasks spanning project management, study phase, 30/60/90 percent design phases, permitting, final bid documents, bidding and negotiation services, construction management, resident project representation, asset management services, document turnover, and systems operation and maintenance training. Contract time is 1,390 days from Notice to Proceed. The consultant must comply with GLWA's CAD/BIM standards (AutoCAD 2020 or later, Civil 3D 2020 or later, or Revit 2020 or later) and submit all asset turnover data using specified geodatabase formats with NAD_1983_HARN_StatePlane_Michigan_South coordinates at sub-foot accuracy.
A Business Inclusion and Diversity (B.I.D.) Program applies, requiring submission of diversity plans and certifications including DBE, MBE, WBE, or SBE designations from federal, state, or Michigan local sources. B.I.D. compliance accounts for up to 3 percent of the evaluation score. Evaluation criteria are technical ability (12%), proposed work plan (40%), key individuals (35%), experience and qualifications (10%), and B.I.D. Program compliance (3%). Cost proposals are not scored but may influence final award recommendations. The top three vendors will present formal proposals and participate in interviews.
Insurance requirements include workers' compensation, commercial general liability of $1,000,000, professional liability of $3,000,000, and umbrella coverage of $4,000,000. Performance and payment bonds equal to 100 percent of contract price are required. All work products become the property of GLWA as works made for hire. GLWA strictly prohibits use of artificial intelligence tools in proposal preparation; responses containing or referencing cost information or level of effort are grounds for disqualification from technical evaluation. Vendors must register with Euna Procurement and comply with GLWA's Procurement Policy.
