About this file
This specification document from the Great Lakes Water Authority (GLWA) establishes asset turnover and process requirements for contractors performing work on water and wastewater infrastructure projects, including the Site Improvements at St. Aubin, Belle Isle, and Baby Creek CSO Facilities. The document governs all labor, equipment, materials, and activities required for asset data onboarding and turnover, encompassing new asset installations and refurbishment or demolition of existing assets. Contractors must furnish comprehensive asset data and documentation in multiple formats: vertical assets (above-ground equipment such as pumps, valves, and tanks) must be entered into an Owner-provided Asset Turnover Form (ATF) via secured online access, while linear assets (underground and distributed systems such as water mains and electrical conduit) must be submitted using a pre-formatted ArcGIS geodatabase. Critical requirements include submitting detailed Preventive Maintenance (PM) procedures using the Owner-provided template at least four months before asset checkout-startup, organizing the initial coordination meeting within 90 days of Notice to Proceed, and providing final preventive maintenance procedures a minimum of two months before scheduled asset startup. Contractors must also supply vendor documentation including operation and maintenance manuals, commissioning reports, bills of materials, shop drawings, and equipment invoices, along with validated lists of critical spare parts and long lead-time components. Asset tagging assistance and training coordination with Owner personnel are additional contractor obligations.
The specification enforces strict data quality and submission procedures with financial consequences for non-compliance. Contractors are allowed one revision cycle without cost offset; Owner review of the original and first revised submittal incurs no contract price adjustments, but reviews of third and subsequent submissions result in cost deductions from the asset turnover line item. Payment for delivered assets is withheld until asset data submission is accepted by the Owner, except under provisions allowing partial payment for materials and equipment not yet incorporated at the site with prior written approval. Linear asset data must conform to the NAD_1983_HARN_StatePlane_Michigan_South coordinate system with sub-foot level accuracy or better, and all GIS work must use ArcGIS Pro 2.9 or later. The Owner maintains responsibility for coordinating onboarding requirements, providing asset identification numbers, entering submitted data into its Enterprise Asset Management System (EAMS), and approving all asset onboarding work. Completion and acceptance of all asset turnover documentation, including the ATF, preventive maintenance procedures, and updated geodatabase, is a prerequisite to final payment.
