About this file

This is a specification section document for instruction of operation and maintenance personnel prepared by the Great Lakes Water Authority (GLWA) for construction projects involving complex mechanical and electrical equipment. The specification establishes comprehensive training requirements for Owner personnel across three primary training categories: Operation of Process Products, Maintenance of Process Products, and Operation and Maintenance of Instrumentation. The contractor must furnish supplier operation and maintenance training specialists to provide a combination of classroom and field training at the project site, coordinate with equipment manufacturers, and engage an online learning modules provider to develop customized training content. Training must be scheduled strategically relative to project completion, with factory training programs completed at least 30 days prior to system startup and field training completed no sooner than 15 days before functional testing or beneficial occupancy. The specification requires trainers to present each training course three times to ensure coverage of GLWA's multiple shifts, with hands-on training limited to a maximum of five students per instructor while maintaining capacity to train up to 30 participants per session. All training must be videotaped for the Owner's future use, with recordings delivered on solid-state portable hard drives with proper labeling and indexing.

The contractor bears all costs associated with training delivery, including instructor fees, travel expenses, lodging, meals, and video production services, which are excluded from stated training hour requirements. Instructors must be factory-trained by equipment manufacturers and demonstrate proficiency in spoken and written English, with qualifications subject to Project Construction Management Lead acceptance. The online learning modules provider must have served a minimum of ten municipal water or wastewater clients and operated for at least seven years. Trainers must submit proposed training schedules at least 60 days before the first training session and final schedules 30 days prior to training commencement. Training effectiveness is evaluated through 50-question written exams administered to all participants, observation by Owner representatives, and course evaluation forms completed by trainees; rejected courses must be repeated at no additional cost to GLWA. Deliverables include lesson plans submitted 45 days prior to training, student materials in bound three-post binders, 10 additional print copies of training packages, and electronic copies on USB 3.0 solid-state hard drives using NTFS file systems, along with Owner acknowledgment forms signed by trained personnel.
