III. Scope of Services The scope of Services has been developed with the goal of constructing environmentally sound, sustainable, and cost-effective site improvements at GLWA’s Baby Creek, Belle Isle and St. Aubin CSO Facilities, as well as the St. Aubin Outfall Site. The required Services include those identified under Tasks A through L below.
A. Project Objectives
1. The Project objective is to provide site improvements at three GLWA CSO facilities and one outfall as described below. Some improvements will enhance site security, access, drainage or structural integrity, while others will facilitate maintenance and prolong the life of stored equipment. Services include study, design, permitting assistance, bidding and negotiation services and construction phase services. The site improvements described herein must address all of the following criteria in the best manner possible when considered individually and in concert with each other. Consultant shall provide and perform as many field investigations as needed to understand concerns at each facility and provide reliable and cost effective design solutions accordingly.
2. The Project consists of the design elements listed below. For elements that are documented in the “CSO Facilities Assessment Report” prepared under GLWA Contract CS-299 (the “CS-299 Report”), the element identifier from the report is provided in italicized parentheses; for example, “(BC-SITE-2).” All other elements are items identified by GLWA outside the development of the CS-299 report.
3. Design Services for each scope element below shall include all required site/civil modifications/restoration, as well as all required modifications (structural, electrical, etc.) to existing equipment/systems and/or facilities.
4. Specific issues at the Baby Creek CSO Facility that shall be addressed in the design include:
a. The stop logs are currently stored outdoors, and exposure to ultraviolet light has led to degradation of their rubber seals. A new enclosed
Solicitation Cover/Instruction to Vendors (FSA_PRO_TPL_0003) Rev. #0-11.1.2023 Page 4 of 14 storage facility with racks for approximately 34 stop logs is desired to provide protection from the elements. (BC-SITE-2). The storage rack system shall be designed to facilitate the safe and efficient removal and reinstallation of stop logs by GLWA team members using crawler or truck-mounted cranes, consistent with current operational practices. Consultant shall perform field inspection and verify dimensions of stop-logs, site constraints, and coordinate with GLWA regarding proposed location of storage rack for ease of operation.
b. The rubber seals on all existing stop logs shall be replaced to improve stop log performance.
5. Specific issues with the Belle Isle CSO Facility that shall be addressed in the design include:
a. The site has inadequate space for sodium hypochlorite tanker trucks to maneuver during deliveries. The trucks currently park on an unpaved access drive outside the facility fence line and then a hose is run through a gate to the fill station in order to offload the chemical.
Extending the concrete pavement from the entrance service drive to the truck fill location is required to facilitate chemical deliveries.
(BLI-SITE-1).
b. The site grading shall be addressed to improve drainage. A low point on the north side of the service drive causes ponding water on the drive near the entrance gate. This can be a nuisance, especially in winter due to icing concerns. The CS-299 Report recommended that a catch basin be installed at this location and connected to the existing storm sewer near this low point. (BLI-SITE-1). Consultant shall field verify this issue after a major rain event to address it properly.
c. The driveway located on the west side of the retention basin is too narrow for GLWA vehicles to easily navigate. The driveway shall be widened to facilitate ease of use.
d. Inside the fenced area, the concrete around various manhole covers and facility fence posts is deteriorating, and plastic joint caps are popping off in several areas. These defects shall be corrected as part of the scope of work.
e. The exterior lighting around the facility and pump station is inadequate and shall be addressed under this project to improve safety and accessibility.
6. Specific issues at the St. Aubin CSO Facility that shall be addressed in the design include:
a. O&M and site maintenance equipment are currently stored inside the Control Building and also outdoors within the facility fence. The Control Building does not have sufficient space for equipment storage, and the equipment that is stored outdoors is subject to ultraviolet radiation and the elements. A new storage building is needed to store and protect this equipment properly. Consultant shall provide cost-effective design solutions to address this on-site storage need. The building design shall consider options for leaving the existing Control Building windows unblocked, if feasible. The new storage building shall be provided with storage racks/shelves, and mechanical and electrical equipment as needed for ease of access and use. The existing fence in the area shall be modified to facilitate access to the proposed building without any obstructions to existing equipment. Any modifications to the existing facility and systems needed to accommodate this storage facility shall be included in this project.
b. Storage rack(s) for existing stop logs are required at this facility. The racks shall protect these stop logs from ultraviolet radiation and permit ease of removal and reinstallation from the proposed rack considering access for the equipment used to handle them. Consultant shall provide cost effective options for the size and location of a proposed storage rack for existing stop-logs at this facility. Any modification (structural, electrical, mechanical, etc.) needed to accommodate this storage rack shall be included in this project.
7. Specific issues at the St. Aubin Outfall site that shall be addressed in the design include:
a. Poor drainage in the gravel access drive between Atwater St. and the fenced area has damaged the road surface, making access difficult.
The Consultant shall investigate site grading options to reduce/eliminate impacts on the road surface and improve accessibility.
Consultant shall field verify this issue after a major rain event to address it properly. In addition, the existing gravel drive shall be replaced with cost-effective green infrastructure (STA-SITE-1) complying with code and regulatory requirements.
b. Accessing the outfall backwater gates and stop logs within the fence line can be difficult because the area is on an all grass surface. The new pavement that is ultimately selected for the facility access drive (paragraph 5.a above) shall be extended into this fenced area so that operations and maintenance equipment can access the outfall structures and hatches. (STA-SITE-1)
c. The cyclone fencing around the site is in disrepair and must be replaced in its entirety to maintain security. The fence on the west, east and south sides of the site shall be replaced with ornamental fencing due to the facility’s high-visibility location in a park. A concrete maintenance strip shall be provided 12” from each side of the fence line to prevent lawn mower strikes to the newly installed fence. In addition, the existing 12’-wide automatic cantilever sliding gate has experienced numerous breakdowns and shall be replaced. (STA-SITE- 1). Gate access shall be replaced and controlled by a card reader system inside and outside the gate. The design and selection of this system shall be coordinated with GLWA Security.
d. Additional security improvements are required at the outfall site. A perimeter security system, including hardware and software components, and a security camera shall be installed and integrated with the GLWA Security server. The Consultant shall coordinate the design and review of these elements with GLWA Security and with GLWA’s third-party security vendor, D/A Central (Arvin Perrie – arvin.perrie@dacentral.com and Chantel Altman – chantel.altman@dacentral.com). The options for the perimeter security system may include but not be limited to ground-based radar, camera analytics, or fiber optic sensors. GLWA Security will select the most suitable option for this site.
e. The outfall site does not have adequate exterior lighting. Although the outfall building has an exterior light, it is operated by a motion detector which does not activate until the building is reached. Lighting shall be added along the new access drive from Atwater Street to the facility fence and elsewhere within the outfall site area as required to improve site safety and accessibility.
8. Design Considerations:
The Consultant shall prepare Design Documents and provide bidding, construction administration, and other professional services. The following requirements apply to all sites unless otherwise noted:
a. Design shall be based on a complete analysis of the needs of each facility and shall not assume that simply removing and replacing old units with similar new units is the appropriate solution.
b. Design shall promote standardization of processes and equipment across all CSO facilities.
c. All existing GLWA record documents affected by this Project shall be updated by the Consultant to the latest GLWA CAD standards.
Consultant shall provide updated record drawings in CAD and PDF format.
d. The Consultant shall successfully coordinate with other projects going on in proximity to this Project, which may impact design and/or construction activities. Furthermore, construction staging, and work restrictions shall be strictly defined in the Project Specifications such that required shutdowns for this Project do not conflict with other project schedules.
e. Once Project is complete, the Consultant shall provide GLWA CAD files conforming to the latest GLWA CAD/BIM standards such that the documents turned over can be leveraged in a living drawing concept and modified on a go-forward basis.
B. Task A – Project Management
Perform necessary Project management required to successfully deliver all Services within the Contract Times.
