Substantial completion is required within 60 consecutive calendar days, with final completion within an additional 30 days, and liquidated damages are assessed at $300 per calendar day for failure to meet deadlines.

This solicitation contains no specific set-aside designations for disadvantaged enterprises or women-owned, minority-owned, or small businesses, though all work must comply with federal, state, and local building codes and 2 CFR 200 requirements applicable to federally-funded contracts. Insurance requirements are comprehensive and mandatory, including workers' compensation with statutory limits, general liability with minimum $1,000,000 per occurrence and $2,000,000 annual aggregate, business auto liability of $1,000,000 per accident, and contractor's pollution liability of at least $1,000,000 per occurrence. Federal compliance provisions require Davis-Bacon Act wage requirements for construction contracts exceeding $2,000, debarment and suspension verification through the System for Award Management (SAM), E-Verify employment verification, domestic preference for United States-produced materials, and restrictions on procurement of covered telecommunications equipment from specified foreign entities. The project scope explicitly authorizes additional work beyond the defined scope upon discovery during rehabilitation, contingent upon written county approval and allocated funding before commencement. No specific award value or budget range is identified in the available procurement documents, though the project scope materials list includes detailed specifications for brand-name appliances, fixtures, and materials that provide reference points for cost estimation.
