The solicitation includes three optional scope items for attic insulation, garage door replacement, and gutter installation. A mandatory pre-bid meeting is scheduled for March 25, 2026 at 9:00 a.m. at the project site, with a deadline for submitting questions by March 27, 2026 at 12:00 p.m. and electronic bid submission required by April 6, 2026 at 2:00 p.m., with bid opening on the same date. Substantial completion is required within 60 consecutive calendar days, with final completion within an additional 30 days.

Bids must be submitted on a lump sum basis with all pricing broken down, and bidders must provide a 5 percent bid bond, certified check, or cashier's check as surety, along with separate Performance and Payment bonds covering up to 100 percent of the award amount. Eligible bidders must be licensed Division One General Contractors, insured, and in good standing with Escambia County, holding a current Certificate of Authority to do business in Florida. Insurance requirements include workers' compensation with statutory limits, general liability with minimum $1,000,000 per occurrence and $2,000,000 annual aggregate, business auto liability of $1,000,000 per accident, and contractor's pollution liability of at least $1,000,000 per occurrence. The materials list specifies brand-name products and includes detailed construction requirements such as use of new braided supply lines for plumbing fixtures, square-edged laminate countertops with 4-inch backsplash, and cabinetry constructed of plywood or better with solid hardwood fronts and frames with no particle board. All electrical appliances must be EnergyStar approved with LED bulbs. Liquidated damages are assessed at $300 per calendar day for failure to meet project deadlines. Federal compliance provisions require Davis-Bacon Act wage requirements, debarment and suspension verification through SAM, E-Verify employment verification, domestic preference for United States-produced materials, and compliance with 2 CFR 200 requirements. The project scope explicitly authorizes additional work discovered during rehabilitation contingent upon written county approval and allocated funding before commencement.
