About this opportunity
The City of Phoenix Public Works Department is seeking proposals for a comprehensive Security Systems Design, Installation, and Maintenance contract (RFP #26-FMD-024) covering approximately 22 city departments and over 600 facilities with 800 card access points. The procurement involves designing, installing, maintaining, and servicing standalone and network-based building security systems, including intrusion detection, access control, and audio/video surveillance technologies. Contractors must provide expertise in system integration using specific platforms like Software House, Honeywell Ademco, Milestone, and Axis, with a requirement to maintain 99.9% system uptime. Key deliverables include new construction services, system upgrades, preventative maintenance, repairs, and replacements for security infrastructure monitored by the City's Central Monitoring Station. The solicitation was released on July 15, 2025, with a non-mandatory pre-offer conference scheduled for July 30, 2025, written inquiries due by August 4, 2025, and proposal submissions due August 14, 2025, at 11:00 am. Evaluation criteria will assess project approach (300 points), quality management plan (290 points), statement of qualifications (245 points), and pricing (165 points), with a total possible score of 1,000 points.
The City intends to make multiple contract awards and will consider offers from vendors with at least five years of business experience and specific security system certifications. Disadvantaged Business Enterprise (DBE) participation is encouraged, consistent with federal transit administration requirements. Contractors must provide comprehensive insurance coverage, including commercial general liability, automobile liability, workers' compensation, and professional liability with specific monetary limits. The contract will have a three-year base term with a two-year option period, potentially commencing February 1, 2026, contingent upon City Council approval. While specific budget ranges are not explicitly stated, the extensive scope covering over 600 facilities suggests a significant contract value. Contractors must demonstrate the ability to stock specific parts, provide detailed documentation, perform comprehensive inspections, and submit closeout packages for each project. Technical requirements include maintaining qualified personnel, adhering to strict response time categories for emergency, same-day, routine, and preventative maintenance services, and the capability to recommend system upgrades and improvements.
