About this opportunity
The School Board of Sarasota County, Florida issued Invitation to Bid #26-0158 for Safety & Security Systems: Services, Parts, & Consumables on February 12, 2026, with electronic submissions due by March 10, 2026, at 1:00 p.m. EST through the VendorLink Portal. This procurement seeks to establish a one-year vendor contract (with two optional one-year renewal periods) that includes firm percentage discounts off current manufacturer's suggested retail price (MSRP) for security equipment from 72 manufacturers, firm fixed pricing for consumable products (such as ID badge clips with tiered quantity pricing), and hourly labor rates for installation, repair, maintenance, and service of security systems across 52 school and department locations throughout Sarasota County. The contract requires bidders to submit hourly rates for both standard working hours (Monday-Friday, 7:00 a.m. to 5:00 p.m.) and non-standard hours (before 7:00 a.m., after 5:00 p.m., and weekends), along with firm fixed annual pricing for bi-annual gate system inspections and a delivery timeframe in calendar days. Any contractor bidding on installation, repair, and maintenance of security alarm systems or access control systems must hold a current State of Florida Electrical Contractor license classified as either Class EF (Alarm System Contractor I) or Class EG (Alarm System Contractor II). Required submittals include three commercial references demonstrating comparable work experience within the preceding 36 months, and bidders must certify compliance with the Jessica Lunsford Act background screening requirements, maintain appropriate insurance coverage including liability and workers' compensation, and be registered with the E-Verify system. Questions must be submitted by 1:00 p.m. on February 24, 2026, with any addenda posted by February 25, 2026; recommended awards will be posted on or about April 14, 2026, with Board action scheduled for April 21, 2026, at 10:00 a.m. EST.
Bidders claiming Small/Minority Business Enterprise (SMBE) status may self-certify or provide certification from the State of Florida Department of Management Services Office of Supplier Diversity and must disclose any subcontracting arrangements with small or minority business enterprises. All bidders must complete an affidavit certifying they are not owned or controlled by foreign countries of concern (including China, Russia, Iran, North Korea, Cuba, Venezuela, and Syria), comply with anti-coercion for labor and services requirements under Florida Statute 787.06(13), and acknowledge the Principal Place of Business statement; out-of-state bidders whose principal place of business is located outside Florida must submit a written legal opinion from an attorney licensed in their home state addressing whether their state grants bidding preferences to in-state entities. Vendors must agree to Emergency Hurricane or Disaster (EHD) conditions requiring them to prioritize providing goods and services to the School Board and other government entities during public emergencies, maintain fair and reasonable pricing during emergency situations, and provide a 24-hour emergency contact telephone number. The School Board reserves the right to award on an all-or-none basis, by category, or to multiple vendors as deemed in its best interest, with no guarantee regarding total dollar value and no obligation to place any orders. During declared disaster situations, any bid items with markup must be billed at actual cost without markup; incidental parts and materials may be billed on a cost-plus basis subject to a maximum 10 percent markup except during declared disasters when no markup is permitted.
