About this opportunity
Angelo State University (ASU), a component of the Texas Tech University System, is seeking qualified commercial off-the-shelf (COTS) software providers to design, develop, and implement an interactive data dashboard for its Regional Security Operations Center (RSOC). The procurement is a Request for Proposal (RFP) focused on creating a cybersecurity dashboard that supports statewide security operations for Texas school districts and state-funded entities in partnership with the Texas Department of Information Resources (DIR). Key deliverables include a software solution that directly integrates with Microsoft investments, enterprise agreements, and existing ASU systems like ServiceNow, Okta, Crowdstrike, Darktrace, and Centrepetal AI. The RFP emphasizes student involvement in dashboard development, implementation, and maintenance as a core educational objective. Proposal submissions are due December 10, 2025, at 3:00 PM Central Time, with a pre-proposal virtual discussion scheduled for November 25, 2025, at 3:30 PM Central. The evaluation criteria will weight proposed services (20%), compensation and fees (20%), industry SOC experience (25%), higher education experience (10%), and time to mobilization (25%). Mandatory requirements include compliance with federal, state, and cybersecurity standards such as NIST, CMMC, and FISM Moderate.
The procurement includes a mandatory HUB (Historically Underutilized Business) subcontracting plan, suggesting opportunities for disadvantaged enterprises. Proposers must maintain specific insurance coverages, including commercial general liability ($2,000,000 aggregate), workers' compensation, and crime coverage equal to 50 percent of contract value or $100,000. The contract is subject to Board of Regents approval and will initially run from February 1, 2026, to January 31, 2027, with potential for up to four one-year renewals contingent on student involvement and mutual agreement. ASU reserves the right to award the contract to one or two vendors based on their assessment of the university's and students' best interests. The pricing model is structured as a firm, fixed-price agreement for commercial software acquisition, with annual adjustments limited to three percent. While no specific budget range is disclosed, the comprehensive requirements and integration expectations suggest a significant technology investment. The contract incorporates extensive data security, confidentiality, and audit compliance provisions aligned with NIST Special Publications 800-53 standards and Texas cloud computing requirements (TX-RAMP).
