About this file
This is a Questions and Answers document associated with Angelo State University's Request for Proposal for the Regional Security Operations Center (RSOC) Data Dashboard, a cybersecurity initiative under the Texas Tech University System in partnership with the Texas Department of Information Resources. The RFP seeks qualified commercial off-the-shelf (COTS) software providers to design, develop, and implement an interactive data dashboard supporting statewide security operations for Texas school districts and state-funded entities. A pre-proposal virtual discussion is scheduled for November 25, 2025, at 3:30 PM Central Time, with proposal submissions due December 10, 2025, at 3:00 PM Central Time. The contract will initially run from February 1, 2026, to January 31, 2027, with potential for up to four one-year renewals contingent on student involvement and mutual agreement. The university reserves the right to award the contract to one or two vendors based on its assessment of institutional and student interests.
The procurement is structured as a firm, fixed-price agreement for commercial software acquisition with annual adjustments limited to three percent. Key insurance requirements include commercial general liability coverage of $2,000,000 aggregate, workers' compensation, and crime coverage equal to 50 percent of contract value or $100,000, whichever is greater. A mandatory HUB subcontracting plan is required, creating opportunities for historically underutilized businesses. Evaluation criteria weight proposed services at 20 percent, compensation and fees at 20 percent, industry SOC experience at 25 percent, higher education experience at 10 percent, and time to mobilization at 25 percent. The solution must integrate with Microsoft investments, ServiceNow, Okta, Crowdstrike, Darktrace, and Centrepetal AI, and maintain compliance with federal, state, and cybersecurity standards including NIST, CMMC, and FISM Moderate requirements. The contract is subject to Board of Regents approval and incorporates extensive data security, confidentiality, and audit compliance provisions aligned with NIST Special Publications 800-53 standards and Texas cloud computing requirements.

b. J2EE
c. Angular JS, Node JS, React JS
d. Laravel/PHP
e. Backend Database requirements - /Oracle/MySQL/PostgreSQL
2. Is there a Regional Security Operations Center Dashboard already being used for this project or will we need to develop from scratch? Please clarify whether there is an existing RSOC Dashboard supporting these requirements, or if this bid is to develop a totally new System and its related Platform and Infrastructure. There is not an existing data dashboard. The expectation is that one will be developed and operationalized.
3. If there is already an existing system, would you please specify its URL. There is not an existing solution/system.
4. Please indicate whether any existing prototypes, mockups, or sample interfaces are available for this project, or if prototype development is expected as part of the scope of this bid?
None
5. Please clarify if there are in-house (Datacenter) hosting platform/Hardware systems or do we need to supply related cloud hosting infrastructure for your enterprise as a part and parcel of this Bid.
We strongly recommend cloud hosted solutions for the bid response. In-house hosting may be available if a solution requires such for connectivity, security, or other requirements.
6. Are the development, Testing and Production environments expected to be completely cloud-based, or will they be hosted within your traditional data center environments?

There are no plans at this time for this to be used by other RSOCs.
104. We have a question regarding the HUB requirement for RFP 737-25-RSOC Dashboard.
Our company would be acting as a subcontractor and completing the outlined work in the proposal. We have reached out to XXXXXXX as a potential prime vendor, and they provided the screenshot below. In the CMBL/HUB Vendor Detail, they have a Vendor ID and an account, but their HUB status is listed as inactive.
Given this, would XXXXXX still be eligible to serve as the prime contractor for this solicitation? We encourage you to visit the Comptroller’s website for updates related to the HUB program. https://comptroller.texas.gov/purchasing/vendor/hub/
