About this file
This is a Historically Underutilized Business (HUB) update document related to Angelo State University's Request for Proposal (RFP) for an RSOC Data Dashboard, a component of the Texas Tech University System in partnership with the Texas Department of Information Resources (DIR). The procurement seeks qualified commercial off-the-shelf (COTS) software providers to design, develop, and implement an interactive cybersecurity data dashboard for the Regional Security Operations Center (RSOC) that supports statewide security operations for Texas school districts and state-funded entities. The RFP requires integration with Microsoft investments, enterprise agreements, and existing ASU systems including ServiceNow, Okta, Crowdstrike, Darktrace, and Centrepetal AI, with mandatory student involvement in development, implementation, and maintenance. A pre-proposal virtual discussion is scheduled for November 25, 2025, at 3:30 PM Central Time, with proposal submissions due December 10, 2025, at 3:00 PM Central Time. The initial contract term runs from February 1, 2026, to January 31, 2027, with potential for up to four one-year renewals contingent on student involvement and mutual agreement.
The pricing model is structured as a firm, fixed-price agreement for commercial software acquisition, with annual adjustments limited to three percent. A mandatory HUB subcontracting plan is required, creating opportunities for disadvantaged enterprises and historically underutilized businesses. The evaluation criteria weight proposed services at 20 percent, compensation and fees at 20 percent, industry SOC experience at 25 percent, higher education experience at 10 percent, and time to mobilization at 25 percent. Proposers must maintain specific insurance coverages including commercial general liability of $2,000,000 aggregate, workers' compensation, and crime coverage equal to 50 percent of contract value or $100,000, whichever is greater. The contract is subject to Board of Regents approval and must comply with federal, state, and cybersecurity standards including NIST, CMMC, and FISM Moderate. ASU reserves the right to award the contract to one or two vendors based on assessment of the university's and students' best interests.
