About this opportunity

Salt Lake City School District (SLCSD) is soliciting Statements of Qualifications under RFSQ DH2724 to establish an approved vendor list of fundraising providers for food items and other products sold at district schools, with questions due November 11, 2026 and SOQs due November 18, 2026 at 10:00 a.m. Eligibility requires a State of Utah Department of Commerce Fundraiser Permit, a commercial co-venturer letter, or a letter of exemption, along with a valid business license, Federal Tax ID Number, and W-9. The solicitation is issued under Utah Code 13-22, the Charitable Solicitations Act.

Vendors specify either a percentage or a flat fee per item sold, and all proceeds go exclusively to SLCSD. SOQs must describe the fundraiser and its operation in no more than two paragraphs, state the percentage or dollar return to schools in one paragraph, and explain return calculations, including all fees, costs, and deductions such as percentages of gross or net sales and tiered structures, in no more than two paragraphs. Vendors must accept 16 limitations under Attachment C. These bar door-to-door solicitation by students, sales quotas, pre-purchase inventory requirements for elementary schools, and lotteries or raffles without a value exchange, and they restrict tobacco, alcohol, and age-inappropriate products. Vendors may not use student personal information for marketing or mailing lists. Where vendors access education records, FERPA terms require U.S.-based data storage, encryption of no less than 128-bit, and incident notice within one calendar day. Standard terms require commercial general liability insurance of $1,000,000 per occurrence and $3,000,000 aggregate, plus workers' compensation coverage.

The RFSQ weights Fundraiser Details at 40%, Vendor Qualifications and Experience at 30%, References at 20%, and Complaints/Problem Resolution at 10%, with a minimum of 70 points required for approval. The evaluation scoresheet separately lists a 500-point technical total and a 75% (375-point) passing threshold.

Vendors are placed on the list for an initial 18-month period, with later application opportunities. Attachment C limits contract terms to one year, expiring June 30 of the following year. SLCSD may remove vendors from the list at any time. All questions must be submitted in writing through Bonfire/U3P, which is also the only platform for responses, in Excel, Word, PDF, or JPG formats.
