About this opportunity
The City of Meriden, Connecticut is issuing RFP026-46, a competitive procurement for gymnasium floor replacement services at Casimir Pulaski Elementary School located in New Haven County. The project requires a qualified flooring contractor to completely remove and dispose of the existing gymnasium floor system, including aluminum thresholds and wood wall base, and install a new Robbins Bio-Channel SB athletic flooring system comprised of 25/32-inch Northern Hard Maple wood flooring with shock-absorbing subfloor components. The contractor must conduct floor elevation surveys, moisture testing, and asbestos inspections; prepare the concrete substrate; install metal thresholds and vinyl vented wall base; apply Bona Kemi sport finishes; and install game lines for one basketball court, two pickleball courts, and a center court logo. The contractor must also provide and maintain dumpsters for material disposal throughout project execution and adjust existing folding doors and basketball backboards as necessary. Key qualifications include that the successful contractor must be a Robbins Accredited Installation Company with MFMA-certified installers present throughout installation and must provide references for at least three comparable completed projects. Work is scheduled to commence on or after June 29, 2026, following the school year's conclusion, and must be substantially completed by August 7, 2026, with liquidated damages assessed at $2,200 per calendar day for delays. The pre-bid meeting is scheduled for March 24, 2026, at 10:00 a.m. at the school site; the question submission deadline is March 31, 2026, at 4:00 p.m.; and electronic proposals via the City eProcurement Portal are due April 7, 2026, at 11:00 a.m. Pricing must be submitted as a lump-sum total project cost excluding federal excise taxes and Connecticut state sales taxes, with bids remaining open for 90 days from the bid opening date.
This procurement includes a contract compliance set-aside requiring the awarding agency to solicit participation from minority business enterprises and small contractors, with all bidders required to submit a completed Bidder Contract Compliance Monitoring Report documenting affirmative action plans, equal employment opportunity policies, workforce composition statistics, nondiscrimination practices, and subcontracting plans. Minority business enterprises are defined under Connecticut General Statutes Sections 4a-60 and 4a-60a to include businesses owned by individuals from specified racial and ethnic groups, women, individuals with disabilities, and small contractors with gross revenues not exceeding fifteen million dollars. The project is subject to Connecticut prevailing wage requirements under General Statutes Section 31-53, requiring all workers performing manual labor to be paid prevailing wages established by the Labor Commissioner, with rates subject to annual adjustments each July 1st; all workers, including owners and corporate officers, must complete a ten-hour OSHA Construction Safety and Health course. The contractor must furnish a performance bond and labor/material payment bond each equal to 100 percent of the bid amount, maintain general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, combined single limit auto liability of $1,000,000, umbrella/excess liability of $1,000,000, and workers' compensation at statutory limits with the City of Meriden named as additional insured on all policies except workers' compensation. A sample construction contract in the record indicates an estimated project cost of $30,000.00 as a lump-sum stipulated price, with monthly progress payments based on 95 percent of certified work completion and five percent retainage held until final project completion, with certified payroll documentation required monthly for prevailing wage compliance.
