About this file
This is a Letter Report for Limited Suspect Asbestos Inspection and Bulk Sampling prepared by Fuss & O'Neill, Inc. for Meriden Public Schools at Casimir Pulaski Elementary School located at 100 Clearview Avenue, Meriden, Connecticut. On October 28, 2025, a Connecticut Department of Public Health-licensed and EPA-accredited Asbestos Inspector conducted a visual inspection and collected bulk samples of suspect asbestos-containing materials (ACM) from below the gymnasium floor. The inspection was limited to suspect hazardous materials beneath the gymnasium floor at the Client's request. Two samples of each suspect material type were collected, with the suspect ACM identified as a black vapor paper layer between the gym hardwood floor and the wood fiberboard layer below. Analysis was conducted by EMSL Analytical, Inc., a State of Connecticut-licensed and American Industrial Hygiene Association-accredited laboratory using EPA Interim Method for the Determination of Asbestos in Bulk Building Materials via Polarized Light Microscopy with Dispersion Staining.
The laboratory analytical results reported none detected for asbestos content in both samples analyzed. The EPA and Connecticut Department of Public Health define materials containing greater than or equal to one percent (≥1%) asbestos as ACM. Materials identified as "none detected" are specified as not containing asbestos. The report notes that suspect ACM not identified during this limited inspection should be presumed ACM until further sample collection and analysis indicate otherwise. The findings are relevant to the pending gymnasium floor replacement project scheduled to begin on or after June 29, 2026, and be completed no later than August 7, 2026, as the asbestos inspection provides baseline environmental data regarding the existing floor conditions prior to removal and replacement.

Mr. Michael Grove Assistant Superintendent for Finance & Administration Meriden Public Schools 22 Liberty Street Meriden, CT 06450
RE: Limited Suspect Asbestos Inspection and Bulk Sampling
Casimir Pulaski Elementary School: Gymnasium 100 Clearview Avenue, Meriden, Connecticut Fuss & O’Neill Project No. 20170932.C58
Dear Mr. Grove.
On October 28, 2025, Fuss & O’Neill, Inc. (Fuss & O’Neill) representative, Mr. Craig Cyr, conducted a visual inspection and sample collection of suspect asbestos-containing materials (ACM) at Casimir Pulaski Elementary School located at 100 Clearview Ave. Meriden, Connecticut (the “Site”). The work was conducted for Meriden Public Schools (the “Client”). Per the Client’s request, the inspection and sample collection were limited to suspect hazardous materials below the gymnasium floor. Suspect ACM samples were collected by a Fuss & O’Neill Connecticut Department of Public Health (CTDPH)-licensed and United States Environmental Protection Agency (EPA)-accredited Asbestos Inspector. A copy of the Asbestos Inspector state license and accreditation are included in Attachment A.
The EPA considers a homogeneous material to be non-asbestos upon receipt of 2 negative sample analysis results by polarized light microscopy (PLM). Fuss & O’Neill collected a set of 2 samples of each suspect material type, and analysis stopped on the set upon receipt of the first positive asbestos analysis.
EMSL Analytical, Inc. (EMSL) analyzed the suspect ACM. EMSL is a State of Connecticut-licensed and American Industrial Hygiene Association (AIHA)-accredited asbestos analytical laboratory. Asbestos sample analysis was conducted using the EPA Interim Method for the Determination of Asbestos in Bulk Building Materials (EPA/600/R-93/116) via PLM with Dispersion Staining (PLM/DS).
Suspect ACM observed included a black vapor paper layer between the gym hardwood floor and the wood fiberboard layer below to the floor.
The suspect ACM sample locations, material types, sample identifications, and asbestos contents are identified in the asbestos laboratory analytical report and chain of custody forms included in Attachment B.
The laboratory analytical results of the suspect ACM samples collected and analyzed reported none detected for asbestos content. Suspect ACM not identified during this limited inspection should be presumed ACM until sample collection and analysis indicate otherwise.

The EPA and Occupational Safety and Health Administration (OSHA) defines any materials that contain greater than one percent (>1%) of asbestos and the CTDPH defines any materials that contain equal to or greater than one percent (≥1%) asbestos, utilizing PLM, as an ACM. Materials that are identified as "none detected" are specified as not containing asbestos.
Additionally, the EPA has suggested that materials that are non-friable organically bound (NOB) materials (e.g., asphaltic-based materials, adhesives, etc.) are recommended for further confirmatory analysis utilizing Transmission Electron Microscopy (TEM). None of the collected samples were recommended to be analyzed by TEM. The results of TEM analysis are denoted in the asbestos laboratory analytical report.

EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
