About this file
This is a prevailing wage rate request confirmation document submitted to the State of Connecticut Department of Labor for the City of Meriden's gymnasium floor replacement project at Casimir Pulaski Elementary School (Project B026-46). The City of Meriden seeks a qualified flooring contractor to completely remove the existing gymnasium floor system and install a new Robbins Bio-Channel SB athletic flooring system comprised of 25/32-inch Northern Hard Maple wood with shock-absorbing subfloor components, including metal thresholds, vinyl wall base, sport finishes, and game lines for one basketball court, two pickleball courts, and a center court logo. The contractor must conduct floor elevation surveys, moisture testing, and asbestos inspections, prepare the concrete substrate, and adjust existing folding doors and basketball backboards as necessary. Work is scheduled to commence on or after June 29, 2026, following the conclusion of the school year, with substantial completion required by August 7, 2026. The pre-bid meeting is scheduled for March 24, 2026, at 10:00 a.m. at the school site; the question submission deadline is March 31, 2026; and electronic proposals are due April 7, 2026, at 11:00 a.m. via the City eProcurement Portal. Liquidated damages are assessed at $2,200 per calendar day for delays beyond the completion date.
The successful contractor must be a Robbins Accredited Installation Company with MFMA-certified installers and must provide references for at least three comparable completed projects. Pricing must be submitted as a lump-sum total project cost, with an estimated cost of $30,000.00, excluding federal excise taxes and Connecticut state sales taxes. All workers performing manual labor are subject to Connecticut prevailing wage requirements under General Statutes Section 31-53, with rates established by the Labor Commissioner and subject to annual adjustments each July 1st. The contractor must furnish a performance bond and labor/material payment bond each equal to 100 percent of the bid amount, maintain general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, combined single limit auto liability of $1,000,000, umbrella/excess liability of $1,000,000, and workers' compensation at statutory limits. The procurement includes a contract compliance set-aside requiring minority business enterprise and small contractor participation, with minority businesses defined under Connecticut General Statutes Sections 4a-60 and 4a-60a. Monthly progress payments are based on 95 percent of certified work completion with five percent retainage held until final project completion.
