About this file

This is a Performance Bond template document related to RFP026-46, a gymnasium floor replacement project issued by the City of Meriden, Connecticut for Casimir Pulaski Elementary School. The bond serves as a guarantee that the selected contractor will faithfully perform all work according to the contract terms and specifications. The project involves complete removal and disposal of the existing gymnasium floor system and installation of a new Robbins Bio-Channel SB athletic flooring system with Northern Hard Maple wood flooring, shock-absorbing subfloor components, metal thresholds, vinyl wall base, sport finishes, and game line markings for basketball and pickleball courts. Work is scheduled to commence on or after June 29, 2026, following the school year's conclusion, with substantial completion required by August 7, 2026. The pre-bid meeting is scheduled for March 24, 2026, at 10:00 a.m. at the school site, with a question submission deadline of March 31, 2026, at 4:00 p.m., and electronic proposals due April 7, 2026, at 11:00 a.m. via the City eProcurement Portal. Bids remain open for 90 days from the bid opening date.

The contractor must furnish a performance bond equal to 100 percent of the bid amount, with liquidated damages assessed at $2,200 per calendar day for project delays. The estimated project cost is $30,000.00 as a lump-sum stipulated price, with monthly progress payments based on 95 percent of certified work completion and five percent retainage held until final completion. The procurement includes a contract compliance set-aside requiring bidders to document affirmative action plans and workforce composition statistics, with minority business enterprise participation encouraged under Connecticut General Statutes. All workers must comply with Connecticut prevailing wage requirements and complete a ten-hour OSHA Construction Safety and Health course. The successful contractor must be a Robbins Accredited Installation Company with MFMA-certified installers and must provide references for at least three comparable completed projects. General liability insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, combined single limit auto liability of $1,000,000, umbrella/excess liability of $1,000,000, and workers' compensation at statutory limits are required, with the City of Meriden named as additional insured on all policies except workers' compensation.
